DESCRIPTION

THE AGENCY

The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services.

Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION

Under general supervision, the Traffic Signal Supervisor is a second-line supervisory position responsible for the installation and maintenance of traffic controls and signals for the entire unincorporated area of Alameda County.

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of four years of full-time experience in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) as a Traffic Signal Technician or in a related class requiring experience in the operation, maintenance and repair of electrical and electronic equipment of the type used in traffic signals.

Possession of an IMSA Traffic Signal level II or higher certification or ATSSA certification as a Traffic Control Supervisor or the completion of the ACPWA Modules 1-4 will substitute for one year of work experience.

Or II
Experience:

The equivalent of five years of full-time experience in the maintenance and repair of electrical and electronic equipment, at least two years of which must have been in a supervisory capacity.

The completion of a two-year course in repair of electrical or electronic equipment used in traffic signals or the possession of an IMSA Traffic Signal Level III Certification or ATSSA certification as a Traffic Control Supervisor may be substituted for two years of required work experience, but not for the required supervisory experience.)

Possession of a valid Class C California Vehicle Operator’s License. Candidates must submit evidence from the DMV showing current status of their license at the time of application and must have a clean driving record for the previous 3-year period.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Electrical and electronic theory.
• Various types of traffic signal and street light equipment.
• Elements of supervision and training.
• Tools and equipment used in the repair and maintenance of electrical and electronic equipment.
• Inspection techniques and procedures.
• Alameda County Standards and Specifications for signal and highway lighting, State of California Standards Plans, Standards Specifications, National Electrical Code, Safety Rules and regulations, lock out and tag out procedures and other related codes.


Ability to:

• Repair and test electronic equipment.
• Operate and properly utilize hand and other tools, vehicles, testing and computerized equipment.
• Supervise and train others in the repair and maintenance of electronic equipment.
• Read, understand and interpret plans and specifications of layout work, schematic drawings and blueprints.
• Prepare detailed written reports, procedures and memos.
• Keep abreast of new and changing techniques and procedures in the field.
• Inspect and evaluate the work of others.
• Operate a standard office computer to enter data, retrieve data, utilize spreadsheets and other applications.
• Communicate orally and in writing.

Working Conditions:

Duties require standing, walking on level and uneven surfaces, kneeling, squatting, and stooping in the performance of installation and inspection duties. These duties also require the incumbent to climb in and out of a boom bucket and balance while working at a height of a maximum of 28 feet. During the performance of duties, the incumbent will regularly be required to push weights in excess of 50 pounds and lift equipment that weighs over 25 pounds. Duties require working in all weather conditions, around loud noise, and construction equipment; the incumbent is daily exposed to electrical hazards; works around paint removers, paints and solvents; installation and repair work is performed near moving traffic. During rainy periods, the incumbent may be required to perform repairs in confined spaces and underground at pumping stations.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
