THE AGENCY
The Community Development Agency's mission is to enhance the quality-of-life of County residents and plan for the future well-being of the County's diverse communities; to balance the physical, economic, and social needs of County residents through land use planning, environmental management, neighborhood improvement, and community development; and to promote and protect agriculture, the environment, economic vitality and human health.
Code Enforcement Program
The County's Code Enforcement Staff works together with neighborhood associations, residents and business owners to eliminate those situations that could lead to unsightly and decaying conditions.
THE POSITION
Zoning Investigators are primarily responsible for the office and field investigation work involved in the enforcement of land-use codes and ordinances dealing with zoning, subdivision, surface mining, neighborhood preservation, abandoned vehicles, and sign amortization. Investigative work includes reviewing and resolving complaints of violations involving the misuse of buildings, vehicles and property; and do related work as required.
Under close supervision, incumbents in the classification of Zoning Investigator I perform the simpler office and field investigation work. The more complex aspects of office and field investigation work are either performed by higher-level Zoning Investigators, or under their close supervision. This classification is distinguished from the Zoning Investigator II in that the latter performs the full range of journey level functions related to office and field investigation work such as recurring complaints relating to problem properties. Upon completion of one year as a Zoning Investigator I, incumbents are evaluated for potentially flexing up to Zoning Investigator II once departmental and program policies and procedures are learned.

The most suitably qualified candidates will possess the following competencies:
Knowledge of:

• Effective investigative techniques, including interviewing and rules of evidence.

• Exercise analytical ability, tact, and good judgment in land-use ordinance enforcement.

• Prepare clear and concise reports.
• Communicate effectively, both orally and in writing.
THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
