Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

ALAMEDA COUNTY HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency (HCSA) and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. CENTER FOR HEALTHY SCHOOLS AND COMMUNITIES

The Center for Healthy Schools and Communities (CHSC) is part of the Alameda County HCSA and provides services to school age youth from pre-kindergarten through community college. The CHSC represents many diverse collaborations of service providers, school and school district leaders, health advocates, community partners, policy makers, and youth working to create equity in education and health for all students. The CHSC fosters the academic success, health and well being of Alameda County youth by building universal access to high quality supports and opportunities in schools and neighborhoods.  We value empowering families and youth, growing the capacity of communities to affect change and building strategic partnerships that link health and education institutions to achieve equity.  We envision a county where all youth graduate from high school healthy and ready for college and career.

THE POSITION

The Center for Healthy Schools and Communities is currently seeking to fill four (4) Program Services Coordinators (School Health Services Specialty) positions.  Under general direction of the Director of Children and Youth Initiatives (Director of the Center for Health Schools and Communities) or a School Health Services Administrator, Program Services Coordinators (School Health Services Specialty), coordinate the services available to school age youth from pre-kindergarten through community college that are offered through the Center for Healthy Schools and Communities within the Health Care Services Agency.  Services available may include reference to social services, health services, probation, research and development services, and services dealing with information and referral, transportation, and escort services particular to the demographic served. 

DISTINGUISHING FEATURES

Incumbents of this class serve as liaison between the County and community organizations, provide advice and assistance to strengthen existing agencies, locate gaps in services, develop plans for the provision of needed services, and evaluate initial requests for funding from public and private providers of services to target groups.  This classification is differentiated from that of Program Specialist in that Program Specialists are primarily involved with the planning, development, and evaluation of programs while Program Services Coordinators are primarily involved in community liaison activities and services.  This class is distinguished from the class of Program Administrator I, in that Program Administrator I's are responsible for administering a program service.

IDEAL CANDIDATES 

In addition to the minimum qualifications and knowledge and skills listed below, ideal candidates for these positions will be well prepared for advancement to a coordinator role, possessing experience in the direct coordination of school-based, school-linked health services that support school age youth from pre-kindergarten through community college.  This position is most suitable for someone with direct experience working within a school based/linked health care program who welcomes the challenge of enhancing the coordination of school-based/school-linked health services provided by a multidisciplinary team of professionals in a dynamic setting where the work is often challenging, stimulating, rewarding, and never dull! 

The ideal candidates for these positions will also have track records of success coordinating school-based/linked health care services for youth ages 5-24 and will be highly respected as: 

  • Technically adept and prepared for advancement as a Program Services Coordinator involved in community liaison activities and coordinating school health services associated with the Center for Healthy Schools and Communities, and other county, state and national school health services.
  • Someone who will take personal pride and satisfaction contributing as a Program Services Coordinator involved in community liaison activities and coordinating school health services associated with the Center for Healthy Schools and Communities.
  • A strong coordinator with exceptional organizational skills and the ability to plan and organize work for self and others in order to ensure that work is completed efficiently and in a timely manner.
  • Someone with strong ties to the community who is capable of identifying opportunities and taking action to build strategic relationships between one’s area of focus with other areas, teams, departments, units, or organizations to achieve Center for Healthy Schools and Communities’ business goals.
  • practiced problem solver with good judgment capable of thinking logically, taking initiative and responding calmly under pressure in order to arrive at sound conclusions, make well supported decisions and take appropriate action.  
  • Someone that consistently and reliably ensures that a school based/linked perspective is the driving force behind business decisions and activities.
  • Someone capable of demonstrating leadership by making a positive impact on others, conveying confidence, creating positive first impressions, artfully and professionally holding attention, and earning professional trust and respect of others.  
  • An effective communicator and facilitator with excellent interpersonal skills focused on building an environment where diverse, multidisciplinary service delivery teams can work together to enhance the delivery of school based/linked health services for Alameda County communities.

MINIMUM QUALIFICATIONS

The minimum professional requirements for admission to the competitive assessment process include:

- Experience:

The equivalent of six years of experience in a human services field, including one year of experience performing duties involving community liaison or outreach functions or multi-program coordination function. (A bachelor's degree in sociology or a closely related field may be substituted for the equivalent of four years of the required general experience. A master's degree in Social Welfare or a closely related field may be substituted for an additional year of experience).

- School Health Services Specialty Designation:

Positions designated with a School Health Services specialty designation require a minimum of two (2) years experience to include overseeing the planning, implementation and evaluating of health services and programs in school-based/linked and/or youth health centers. 

Educational substitution as described above shall not be substituted for this specialty experience. 

- License:

Possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS

• Analyze problems and situations to develop an appropriate course of action.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  1. A review of the candidates’ applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the Supplemental Questionnaire to determine the best qualified; only the most suitably best qualified candidates will be invited to the oral interview process.
  3. An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.
