DESCRIPTION

Zone7

THE AGENCY
Zone 7 provides treated drinking water to four major water retailers serving around 220,000 residents and businesses. The retailers are: the City of Pleasanton; the City of Livermore; California Water Service Company - Livermore; and Dublin San Ramon Services District, which provides water service to Dublin and the Dougherty Valley area of San Ramon.

THE POSITION
Under general supervision, to perform a variety of professional engineering/geological work related to water resources, flood control, water supply, and water treatment and distribution facilities and systems; and to perform related work as required.

IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • Being a self-starting individual with two or more years of experience in water supply, flood, and watershed management is highly desirable;
  • Working knowledge of computer software including HEC-RAS, HEC-HMS, ArcGIS, MS Office suite, databases, graphical design, and/or CAD, or other modeling software;
  • Long-term and/or master planning experience that includes CEQA or NEPA;
  • The ability to read and interpret complex water management plans and drawings;
  • Strong analytical and quantitative skills in order to identify issues, problems, or opportunities, and determine viable alternatives and appropriate action;
  • Approaching problems and decisions methodically, ensuring solutions that are both technically sound and environmentally acceptable;
  • Adapting to changes in work tasks, situations, and environment, remaining flexible and open to new ideas, and encouraging others to value change;
  • Organizing work, setting priorities and work sequences, and determining resource requirements;
  • Effectively communicating, orally and in writing, with team members, various section staff, management, consultants, planners, the general public, regulatory ,and other agencies; and,
  • Possessing the ability and initiative to work both independently and in a team setting, setting and achieving goals and deadlines.

MINIMUM QUALIFICATIONS

Either I

Possession of a bachelor's degree from an accredited college or university in Civil Engineering, Geology or a closely related field.


Or II

Certificate:

Possession of a valid State of California Engineer-In-Training certificate.

License:

Possession of a valid California Driver's License may be required.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

• Fundamental principles and practices of civil engineering as applied to a water agency, including design and construction, surveying and drafting, material engineering and soil mechanics and stress analysis.
• Principles of hydrology, hydraulics, hydrogeology and water resources management.
• Engineering economics.
• Construction methods, materials and equipment.
• Computer software applications related to engineering/geology.

Ability to:

• Apply engineering principles and techniques to the study and evaluation of engineering/geological problems.
• Make accurate engineering computations.
• Inspect construction projects and existing facilities and conduct common tests of construction materials.
• Read, understand and interpret engineering/geological data, maps, survey notes, legal descriptions and other materials.
• Prepare clear, concise and accurate reports and correspondence.
• Maintain accurate data and records.
• Deal tactfully and effectively with the public, other agencies, developers, engineering firms and contractors and other employees.

OTHER REQUIREMENTS:

Must be willing and able to work in exposure to potential chemical, mechanical and electrical hazards and outdoors in all weather conditions. May be required to respond to emergencies in off-hours.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
