THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by 5/13/16. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. THE COUNTY
Alameda County, located on the east side of San Francisco Bay, is California's seventh-largest county. The County employs 9,080 full-time employees and operates on an annual budget of $2.39 billion. THE AGENCY
The Alameda County Library provides library services from ten branch libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Outreach services are provided through the Bookmobile, the Literacy Program, the Senior Outreach Program, and the County Jails.
The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian Carmen Martinez and the Board of Supervisors on library services.
The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services. The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends or Library League groups in each community support library programs and services.

THE POSITION
The Library Circulation Supervisor specification describes three levels of supervisory clerical classes and identifies the range of responsibility and the type of assignment, which distinguishes each level within the series.
The basic function of positions in the Library Circulation Supervisor series is to coordinate the operation of circulation and clerical services including the supervision, training, and evaluation of a group of library clerical support staff and activities at a public library; to perform complex, difficult clerical and technical work in support of library operations; to work with library users and community members in problem-solving situations and conflict resolution; to collaborate with library professional staff and act as liaison between reference and circulation services staff; and to do related duties as required.
DISTINGUISHING FEATURES
Library Circulation Supervisors are assigned to the County operated public libraries. These positions require detailed working knowledge of a public library and well-developed supervisory skills, and are responsible for directing the clerical support function, the circulation desk operation, facility maintenance, technology equipment and systems, shelf maintenance, materials maintenance, and processing functions, clerical staff and volunteers.
Positions allocated to the three levels in this class series exhibit the following sets of characteristics:
Library Circulation Supervisor I
Positions allocated to the Library Circulation Supervisor I level in this class series exhibit the following minimum standard: Having responsibility for directing the work of, and using independent judgment in the supervision and evaluation of a clerical staff of fewer than the equivalent of 10 full-time subordinate employees.
Library Circulation Supervisor II
Positions allocated to the Library Circulation Supervisor II level in this class series exhibit the following minimum standard: Having responsibility for directing the work of, and using independent judgment in the supervision and evaluation of a clerical staff comprised of the equivalent of 10 or more full-time subordinate employees.
Library Circulation Supervisor III
Positions allocated to the Library Circulation Supervisor III level in this class series exhibit both of the following minimum standards: Having at least one subordinate supervisor (at the level of Library Circulation Supervisor I or higher). AND Having responsibility for directing the work of, and using independent judgment in the supervision and evaluation of a clerical staff comprised of the equivalent of 20 or more full-time subordinate employees.
