THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by Tuesday, July 26, 2016. regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE DEPARTMENT
The Assessor’s Office is currently recruiting for the position of Training Officer, Assessor to contribute enthusiastically to its mission to provide timely and accurate appraisal services in a manner resulting in fair and equitable treatment for all Alameda County taxpayers. With a proposed staffing level of 175 full‐time equivalent positions, this team of professionals provides mandated assessment services performed in accordance with the California Constitution, Revenue and Taxation Code, Government Code, and State Board of Equalization guidelines and directives.

The primary mandated services of the Assessor's Office include: locate and identify the ownership of all taxable property in Alameda County; determine the taxability of all property; determine the re-appraisability of property changing ownership or having new construction added; annually assess all real estate in accordance with the provisions of Article XIIIA of the State Constitution (Proposition 13); annually assess all taxable personal property at its fair market value; determine and apply all legal exemptions against these assessments; and surrender an accurate assessment roll to the Auditor's Office prior to July 1st each year.  To learn about other major functions of the Assessor's Office please visit the Assessor’s website at: http://www.acgov.org/assessor/

THE POSITION
The Training Officer, Assessor is a single-position classification located in the Assessor's Office. The incumbent develops, coordinates and evaluates the effectiveness of coursework, curriculum, and training programs for personnel within the Assessor’s Office; instructs personnel on subject matter related to real property appraising and auditing; and performs other work as required.

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of one year of full-time experience in the class of Appraiser III in the Alameda County classified service (non-classified includes District Attorney’s Office and the Hospital Authority).

Or II

Education:

Possession of a Baccalaureate degree awarded by an accredited college or university.

And
Experience:

The equivalent of four years of full-time experience in real property appraisal work which included the equivalent of one year of full-time experience supervising real estate appraisers for ad valorem tax assessment purposes.

Special Requirements:

Incumbents are required to furnish their own automobile to use on the job. Reimbursement for such use will be made consistent with County policy. 

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Current appraisal principles and procedures.
• Provisions of the State Constitution, the Revenue and Taxation Code, Administrative Rules, and the Assessor’s Handbooks pertaining to the assessment of real property for tax purposes.
• Training resources and courses offered by the State Board of Equalization and other agencies providing appraisal classes.
• Principals of personnel supervision and training.
• Modern office procedures and methods.

Ability to:

• Coordinate numerous activities and programs concurrently.
• Develop training curriculum and instruction material.
• Evaluate, assess and recognize training program deficiencies and make enhancements.
• Resolve logistical problems and determine an effective course of action.
• Establish and maintain effective working relationships.
• Relate effectively with the public.
• Communicate effectively verbally and in writing.
• Maintain accurate records and files.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
