DESCRIPTION

THE AGENCY
The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services.

Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION
Under general direction, the class of Associate Land Surveyor is the first-line supervisor of either the Survey Support Section of the Capital Improvement Program or the County Survey Section being responsible for both the office and required field survey work; and performs other related duties.

 

IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • Demonstrated experience in Land Survey, in both field work and office work. A strong background, knowledge and experience working with contemporary principles, methods, and equipment in Land Survey.
  • Excellent communicator in both oral and written form, with the ability to relay essential information to a wide ranging audience on diverse issues related to Land Surveying.
  • Continuous learner striving to stay current with the new laws and legal requirements in the field of Survey.
  • Effective leader with the ability to set appropriate work standards, facilitate goal accomplishments, track, and evaluate performance of line staff to ensure timely service delivery.
  • Critical thinker with the ability to identify and understand complex problems and concepts; apply logical thinking and make sound decisions based upon available information; design solutions and articulate effective action plans. 
  • Outstanding organizational skills, including the ability to independently prioritize tasks and work on multiple projects simultaneously and be able to provide status update on projects upon request. 
  • Demonstrated sensitivity to the nuances of executing projects in the public sector, including relevant County policies, processes, procedures and management reporting relationships.

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years’ full-time experience in the class of Land Surveyor in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of six years of full-time experience in land survey work of which two years must have included supervisory experience managing the work of professional and technical staff.

Special Requirements:

Must possess a valid certificate of registration as a Land Surveyor, or a Civil Engineer authorized to practice Land Surveying, as issued by the State of California.
Must possess a valid Class C California Motor Vehicle Operator's license.
A Bachelor's degree in Land Surveying/Engineering or Math is considered desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

• Contemporary principles, practices, methods and equipment pertinent to land surveying.
• Principles and practices of supervision and training.
• Current legal requirements of land survey work, including the Subdivision Map Act, Land Surveyors Act, local ordinances and regulations.
• Civil Engineering principles as applied to construction and photogrammetric surveys.
• Principles of proper safety procedures.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of candidates' applications (not the responses to the Supplemental Questionnaire) to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
