THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.
Application and Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. THE AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.
THE VACANCY
Supervising Health Insurance Technician positions are located in the Alameda County Health Care Services Agency and report to the Health Care Program Administrator. The classification serves as a first-line supervisor of Health Insurance Technicians who are responsible for determining potential client eligibility for federal, state, or county health insurance programs, providing assistance to Alameda County residents with the application, enrollment and renewal processes for benefit programs and privately funded health insurance programs, and providing on-going training and technical assistance to clients, clinics, contracted providers and community-based organizations regarding a variety of specialized federal, state and county health insurance programs. The Supervising Health Insurance Technician classification is distinguished from the Health Insurance Technician in that the former class has supervisory responsibilities. The Supervising Health Insurance Technician position requires the exercise of considerable independent judgment, initiative, and extensive programmatic knowledge of federal, state and county public benefit programs.
IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:
- Either I
The equivalent of two years full-time experience in the class of Health Insurance Technician in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)
- Or II
The equivalent of three years full-time experience providing administrative and operational support comparable to the County’s class of Health Insurance Technician. Some prior lead or supervisory experience is highly desirable.
- License
A valid California Motor Vehicle Operator's License.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
The most suitable qualified candidates will possess the following competencies:

• Health insurance application and eligibility requirements, policies, procedures and provisions.
• Federal, state and local rules and regulations as they relate to claims processing.
• Community resources and organizations for Medi-Cal underserved populations.
• Basic social needs, problems, and behavioral patterns.
• Basic principles of health promotion and preventive health care.
• Outreach program development, implementation and evaluation.
• Methods and techniques of interviewing.
• Computer applications related to the work.
- Ability to:
• Plan, supervise, review and evaluate the work of others through subordinate supervision.
• Train others in work procedures.
• Plan and conduct administrative and operational studies.
• Research, compile and summarize varied information, evaluate alternatives and reach sound conclusions.
• Interpret, explain and apply complex policies, regulations and procedures related to insurance programs.
• Prepare clear and accurate reports, correspondence, procedures and other written materials.
• Represent the department and the County in meetings with others.
• Organize and prioritize work and meet critical deadlines.
• Maintain accurate records and files.
• Exercise sound independent judgment within established policies and guidelines.
• Analyze problems and situations and develop appropriate course of action.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Communicate clearly and effectively, both orally and in writing.
• Maintain client confidentiality.
