Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

 

The County of Alameda Social Services Agency invites you to apply for the position of Veterans Services Representative.

 

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line.

 

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line. Postmarks are not accepted.  Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

This recruitment is specifically to fill vacancies within the Social Services Agency, Department of Adult & Aging Services, Area on Aging.

 

 

The Alameda County Social Services Agency is searching for Veteran Service Representatives to interview, advise and assist veterans and their dependents in understanding and obtaining benefits to which they are entitled under Federal, State and local legislation. Incumbents of the position provide valuable information about available services and arrange for referral to appropriate community resources.  They will be charged with promoting positive relationships while representing the Agency in a professional manner.

 

IDEAL CANDIDATE

  • Exceptional communication skills, both written and oral, and the ability to communicate effectively with diverse groups.
  • Strong knowledge of Federal, State, and local rules and regulations applicable to veteran’s rights and benefits programs.
  • Ability to interact with veterans in a way that gives them confidence in their dealings with the Social Services Agency; providing customer service that is based on commitment, accessibility and responsiveness.
  • Integrity and social responsibility, ensuring that veterans receive the benefits and services to which they are entitled.
  • Outstanding analytical skills, with a demonstrated ability to think logically and arrive at sound conclusions.

MINIMUM QUALIFICATIONS

In order to participate in the examination process, applicants must qualify through one of the following patterns:

Either Patten Number I:

The equivalent of one year full-time experience in the class of Eligibility Technician I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or Pattern Number II:

The equivalent of two years full-time experience in a position that required determining eligibility, computing budgets or public assistance, or assisting in veteran’s benefits, in a recognized veteran’s service office of a Federal, State or County government, or a recognized public or private veteran’s service organization.

Or Pattern Number III:

The equivalent of two years full-time experience assisting in veteran’s benefits, in a recognized public or private veteran’s service office.

Special Requirement

Must have a valid California Driver’s License.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Federal, State and local rules and regulations applicable to veteran’s rights and benefit programs.
• Problem-solving assessment and techniques used to clarify or resolve discrepancies between regulatory guidelines and claims and supportive evidence.
• Interviewing techniques.
• Claims and appeals practices and procedures.
• Basic personal computer applications.
• Crisis intervention.

Ability to:
• Understand, interpret and apply complex laws and regulations on the rights and benefits of consumers.
• Analyze and evaluate situations, reaching sound conclusions, and making appropriate recommendations.
• Working effectively with minimal supervision.
• Prepare clear, concise correspondence and maintain records.
• Establish and maintain cooperative relationships with the general public, other departments, and other groups and organizations.
• Work with diverse individuals and groups.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of candidates' applications and supplemental questionnaires to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
