THE VACANCY
The current Departmental Personnel Officer II vacancy is located in Alameda County's Health Care Services Agency. However, the eligible list resulting from this recruitment may be used to fill other County vacancies.
THE HEALTH CARE SERVICES AGENCY
The Health Care Services Agency includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents.
THE POSITION
The Health Care Services Agency (HCSA) currently has one vacant Departmental Personnel Officer II position in the Human Resources Department. The position functions as the Deputy Human Resources Director for the agency, oversees the work of a team of Departmental Personnel Officer I positions and other staff as assigned, and acts as the HR Director in his/her absence. Under general direction, responsibilities include planning, organizing, and directing the personnel management program; providing personnel expertise for and consultation to agency/department management; and to performing related duties as required.
Positions allocated to the class of Departmental Personnel Officer II are located in medium or large sized department/agencies. This class is distinguished from the lower level class of Departmental Personnel Officer I in that the latter class is the journey level in the class series reporting to a senior personnel administrator, while the former directs the human resources activities of a medium sized department or specialized program, or provides first line supervision to Departmental Personnel Officers I and other support staff in a large agency.
THE IDEAL CANDIDATE
In addition to meeting the minimum qualifications for the position as listed below, the ideal candidate will possess at least five years of professional level, public sector human resources experience in at least three of the following areas: employee/labor relations, consultation/advisory role on performance management and progressive discipline, recruitment and selection, staff development and workforce planning, process and policy development, staff supervision, training, and change management.
Additionally, the most qualified candidates will have verifiable experience that demonstrates a high-level of proficiency related to the following abilities/competencies:
Either I
The equivalent of two years of full time experience in the class of Departmental Personnel Officer I in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)
Or II
Education: Possession of a Bachelor's degree in a relevant field from an accredited college or university.
AND
Experience: The equivalent of four years full time professional level personnel experience that provided a combination of the following experience: labor relations, interpreting labor agreements, handling of employee grievances and disciplinary actions, classification studies, compensation studies, or participation in the selection of employees for a variety of occupational classes. Two years of the required experience must have been in a supervisory capacity.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
