Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Application and Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. Health Care Services Agency currently has multiple career opportunities for experienced professionals to become part of a service delivery team dedicated to the optimal health and well being of Alameda County residents.

THE POSITION

This single position class is located in Health Care Services Agency Administration and reports directly to the ICPC Co-Chairs. The Director maintains regular communication with the ICPC County Council, the County Administrator’s Office and the Board of Supervisors and has administrative and a policy development responsibility for the Interagency Children’s Policy Council (ICPC) relative to countywide interagency, collaborative efforts. These responsibilities are administered via a multiple County department organizational structure.

This class is unique in that it fosters interagency communication and collaboration between County agencies and professionals at various levels of authority and responsibility. It is further unique in that it works in collaboration with ICPC and the Board of Supervisors, identifies and advocates for policy and fiscal reforms to support and sustain Alameda County’s interagency and service integration efforts.

 

IDEAL CANDIDATE

In addition to meeting the minimum qualifications for the position, ideal candidates will have a broad range of experience in information systems and technology management, possess strong business acumen and leadership skills, and will have a successful track record in the following areas:

  • A leader who has a commitment to achieving the mission and goals of the County and uses emotional intelligence efficiently for the successful implementation of Alameda County Interagency Children’s Policy Council;
  • A child, youth, and family expert who can interpret Federal and State laws, regulations and policies to ensure compliance and has the ability to influence legislative mandates and policies affecting program participants;
  • A visionary who is able to direct, organize and manage the County-wide program for children, youth and their families;
  • A strong collaborator who can bring community members, partners, providers, officials and public health staff together to create strategies for improved outcomes in Alameda County;
  • An effective communicator with excellent written, verbal, and interpersonal skills, and is focused on developing a multidisciplinary team that works cohesively to offer high quality services to our residents;
  • An exceptional planner, coordinator and evaluator of program services and has the ability to develop and implement a county-wide program;
  • A strong administrator who has the ability to develop cost effective systems, manage overall program budget, and plan program sustainability and growth; and
  • An experienced supervisor who adheres to principles of effective personnel management; supports and develops staff in order to manage today’s changing environment.

MINIMUM QUALIFICATIONS

- Education:

Possession of a Master’s degree from an accredited college or university in business administration, public policy, public administration, health care administration, social science or related field.

(Additional experience as outlined below may be substituted for the education on a year-for-year basis.)

AND

- Experience:

The equivalent of five years of full-time experience in administration, management, planning and evaluation in the oversight of a program or agency focusing on Children and Family Service Systems.

- License:

Possession of a valid California Motor Vehicles Operator’s license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies

- Knowledge of:

• Management principles and practices, including work planning, employee supervision and resource allocation.
• Current trends and practices in children and family service systems, community development and health care service systems.
• Cross-agency and cross-system practices
• Principles, practices, funding sources and administrative requirements related to the delivery of children’s services.
• Applicable laws and regulations.
• Principles and practices of program planning and evaluation.
• Practices and techniques of programmatic analysis and report preparation.
• Budgetary, financial management, auditing and contract administration practices.
• Computer applications related to the work.
• Office administrative practices and procedure, including records management.

- Ability to:

• Serve effectively as a staff to and member of a multi-disciplinary and cross-agency management team.
• Plan, supervise, review and evaluate the work of multi-disciplinary staff and through subordinate supervision.
• Plan, monitor and evaluate program and services delivery effectiveness in the area of Interagency Policy collaboration.
• Interpret, explain and apply complex regulations, policies and procedures.
• Prepare clear, accurate and effective reports, correspondence, policies and other written materials.
• Communicate effectively orally and in writing.
• Represent the department and the County in meetings with others and make effective presentations to diverse groups.
• Organize and prioritize work, and meet critical deadlines.
• Exercise sound independent judgment within established policies and guidelines.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Manage multiple and changing priorities.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1)  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2)  A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. Only the most suitably qualified candidates will move forward in the exam process.

3)  An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
