HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. PUBLIC HEALTH DEPARTMENT (PHD)

Alameda County Public Health Department has worked for over 80 years to improve the health and safety of its residents and the neighborhoods they live in. Traditional public health concerns such as disease outbreaks, environmental hazards and access to health care have been joined by contemporary concerns: bioterrorism, crime, violence, and substance abuse. THE POSITION

Under administrative direction, to direct and manage a large and complex direct client service delivery health care programs through subordinate professional-level and supervisory staff; to serve in a consultative role to department and County management and direct and participate in strategic planning, funding source development and advocacy activities; and to do related work as required.

 

THE VACANCIES

The current vacancies for this position are in Alameda County Nutrition Services Program and the WIC Program of the Alameda County Public Health Department, however the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas.

 

THE NUTRITION SERVICES PROGRAM

The Alameda County Nutrition Services Director vacancy is in the Alameda County Nutrition Services Program of the Alameda County Public Health Department. The incumbent in this position will be working to plan, organize, implement and direct the County-wide Nutrition Services Program.

This position manages Alameda County’s Nutrition Services program with 15 or more multidisciplinary staff and multiple funding sources.  Service delivery for this program is provided by a combination of County staff, consultants and community-based organizations.  Nutrition Services Director collaborates with community partners, hires consultants as needed.  This position plays a key role for Nutrition and Physical Activity related initiatives of Alameda County; represents County’s Nutrition Program with various community groups, public bodies, local, regional and State committees and agencies; works very closely with Board of Supervisors offices.

 

THE WIC PROGRAM

The WIC Director vacancy is in the Alameda County WIC Program of the Alameda County Public Health Department.  The incumbent in this position plans, directs, coordinates, implements and evaluates the services provided by the WIC program; manages and supervises the work of supervisory and non-supervisory staff. This position will oversee the management of four WIC locations. 

This position manages Alameda County Public Health Department’s WIC Programs with 15 or more multidisciplinary staff and multiple funding sources.  The WIC Program Director oversees overall administration of the WIC program; develops implements and maintains the service delivery of program goals, objectives, policies and procedures to ensure program goals are achieved.

SPECIAL REQUIREMENT:  In addition to the Minimum Qualifications below, this position requires applicant to have a current registration as a Dietitian (RD or RDN) by the Commission on Dietetic Registration of the Academy of Nutrition.

• An exceptional planner, coordinator and evaluator of program services and has the ability to develop and implement a county-wide program

• A strong administrator who has ability to develop cost effective systems, manage overall program budget, plan program sustainability and growth.  

• An experienced supervisor who adheres to principles of effective personnel management; supports and develops staff in order to manage today’s changing environment.  

• A team coach who can create strong morals and spirit for the Nutrition Services team; will make opportunities for all level of staff for working as part of the team.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree from an accredited college or university in business administration, health care administration, public health, social welfare or related field.

(Additional experience as outlined below may be substituted for the education on a year for year basis.)

AND

Experience:

Either I

The equivalent of one year full-time experience as a Health Care Program Administrator I or an equivalent or higher-level classification in the Alameda County classified service performing health care program administration, management, planning and evaluation. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years full-time professional experience in program administration, management, planning and evaluation in the oversight of direct delivery of health care services to clients equivalent to the Alameda County’s class of Health Care Program Administrator I.

(A master’s degree in business administration, health care administration, public health, social welfare or related field may be substituted for one year of experience.)

Licenses:

Specified positions may require possession of a valid California driver's license. Specified positions may also require licensure or certification in the programmatic area to which assigned.

KNOWLEDGE AND SKILLS

• Direct the maintenance of accurate records and files.
• Exercise tact and sound independent judgment within established policies and guidelines.
• Establish and maintain effective working relationships with those contacted in the course of the work.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1)  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2)  A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. Only the most suitably qualified candidates will move forward in the exam process.

3)  An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
