Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. A properly completed Supplemental Questionnaire must be submitted with each application.

DESCRIPTION

THE COMMUNITY
Alameda County is the geographic center of the San Francisco Bay Area, located on the east side of the Bay across from the San Francisco peninsula.  With a population approaching 1.6 million residents Alameda is the second largest county in the Bay Area and the seventh largest county in the State. Commonly referred to as the “East Bay,” the region has been the fastest growing in the San Francisco Bay area for more than two decades and is popular because of its desirable location, incredible diversity, ideal climate, broad economic base, plus its range of available housing and business opportunities. The County itself is one of the most diverse regions in the entire country.

Alameda County offers a rich array of cultural, outdoor, sporting and culinary activities.  It  is home to world class performing arts centers, museums, restaurants and three professional sports teams: the Oakland A’s, Oakland Raiders and the Golden State Warriors. The wine country of the inland Tri-Valley area and the extensive East Bay Regional Parks bring additional opportunities for recreation, relaxation and education. The University of California, Berkeley and California State University, East Bay are just two of the numerous distinguished academic institutions serving Northern California. Urban transportation options are extremely accessible in Alameda County including the Oakland International Airport, the Bay Area Rapid Transit (BART) system, the San Francisco Bay Ferry and AmTrak.



THE HUMAN RESOURCES DEPARTMENT
The Human Resource Services Department delivers high quality and timely human resource services in partnership with County agencies, departments and special districts to enable our customers to reach their organizational goals.  We provide a full array of human resource services, including  merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and support departmental personnel support services. The Department staffs the Civil Service Commission and implement the Civil Service Rules.   We are committed to change and innovation in the way we do business and work closely with County partners to unleash the creativity of our County employees.

THE POSITION
The Deputy Director will be responsible for assisting in planning, organizing, directing and reviewing the activities of the Human Resource Services Department including employee and labor relations, recruitment and selection, equal employment opportunities, classification and compensation, employee benefit administration, HRIS and career development and training, and will provide highly responsible and complex administrative support to the Director, Human Resource Services.  

THE IDEAL CANDIDATE
The successful candidate is a seasoned professional whose background reflects progressively responsible experience interpreting and analyzing policies, procedures, collective bargaining agreements, state and federal laws, and applicable court decisions.  In addition to meeting the minimum qualification of the position, the ideal candidate will exemplify the following critical attributes:

• A capable decision maker who identifies and understands issues, problems, and opportunities and who compares data from different sources to draw conclusions and uses effective approaches for choosing a course of action or develops appropriate solutions.

• A flexible and resilient leader who maintains effectiveness during major changes in work responsibilities or environment and who can adjust effectively to working within new work structures, processes, requirements, or cultures.

• An effective communicator who clearly conveys information and ideas verbally and in writing to individuals or groups in a manner that meets audience needs and helps them understand and retain the message.

• Skilled at developing and maintaining strategic relationships with others and relates well to people from varied backgrounds and in different situations.

• A politically astute leader who maintains and promotes individual and organizational integrity, high standards and values in the conduct of all activities.

MINIMUM QUALIFICATIONS

Education: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

A typical way to qualify is: Five years of increasingly responsible professional experience performing a wide variety of duties related to human resource management, one full year in a senior level administrative or management and supervisorial position.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:
• All aspects of human resource administration including appropriate methods, procedures, and technical expertise.
• Collective bargaining/negotiations process.
• Pertinent state and federal laws and regulations regarding human resource management, EEO, Affirmative Action and the collective bargaining process.
• Organizational, administrative, and management principles and practices.
• Supervisory techniques, resource allocation, planning and budgeting.
• Employer-employee relations issues including but not limited to disciplinary action procedures.
• California and Federal employment law and guidelines applicable to public sector.

Ability to:
• Learn the County's operations, employment needs, and organizational structure.
• Assist in directing and coordinating all aspects of human resource administration.
• Supervise, train, and evaluate the work of professional, technical and clerical staff.
• Analyze and evaluate statistical data and reports related to human resource management/employee relations.
• Interpret, apply, and explain County policies and state and federal legislation related to departmental services.
• Negotiate agreements between individuals and groups of individuals.
• Establish and evaluate policies, procedures and controls related to the County's employee programs.
• Prepare a variety of complex analytical reports and documentation.
• Represent the County under diverse circumstances and prepare, and deliver oral presentations to small and large groups.
• Effectively and persuasively communicate both orally and in writing.
• Identify existing or potential problems, secure relevant information relating data from a variety of sources, determine probable causes and effect appropriate solutions.
• Successfully develop, control, and monitor Departmental budget and expenditures.
• Utilize appropriate interpersonal style and methods of communication to gain acceptance, cooperation, or agreement of a plan, activity, and/or program idea.
• Establish and maintain effective work relationships with those contacted in the performance of required duties.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:
1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
