The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by 6/20/2016. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

THE AGENCY
Treasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide treasury administration services, including the investment of monies on deposit with the Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees.
THE POSITION
Under administrative direction, to plan, organize and direct the operation of various tax collecting programs and activities of the Treasurer-Tax Collector’s Office, to interpret property tax laws and their application as set down by the State Controller's Manual or the State Revenue and Taxation Code to employees and the public; and to perform related work as required.

Either I
Experience:
The equivalent of two years of full-time experience as a Collection Supervisor II or in an equivalent or higher level qualification in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).
Or II
Experience:
The equivalent of six years of full-time increasingly responsible, recent managerial property tax and collection experience, which must also include supervisory responsibility.
Licenses:
Specified positions may require possession of a valid California driver's license.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
The most suitably qualified candidates will possess the following competencies:
Knowledge of:
• State and Federal laws and regulations on collection and collection enforcement
• State Revenue and Taxation Code relating to property tax assessments and collections
• Government code of the State of California relating to the duties and responsibilities of local government tax collector.
• Principles and practices of management and systems analysis, public administration, personnel management and supervision
• State Controllers Reference Manual
• Tax data processing systems
Ability to:
• Plan, organize and direct complex property tax and collection matters.
• Interpret and apply legal administrative concepts to government practices
• Analyze data and situations accurately and adopt effective course of action
• Organize and supervise the training and work of professional, technical and clerical staff.
• Establish and maintain cooperative relationships with peers, staff, the public, other County departments and agencies, and others that come in contact in the course of work
• Prepare comprehensive reports related to property and utility taxation, and collection, and related communication
• Interpret, explain and apply financial regulations, policies and procedures.
• Communicate effectively orally and in writing
THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
