THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified included the District Attorney's Office, the Medical Center, and the Superior Court) by 8/10/2015. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments. DESCRIPTION

THE AGENCY
The mission of the General Services Agency (GSA) is to provide high quality, cost effective, and timely support services for County departments and other public agencies, so they can better serve the public and business community. GSA delivers a host of support services to County departments and agencies. These services fall into several major categories: Technical — architectural, engineering, energy and hazardous materials management; Building Maintenance — building maintenance and repairs, janitorial services and minor remodeling and alterations; Construction — new facilities and major remodeling; Procurement — purchasing and contract administration; Fleet Services; Childcare Planning; Human Resources, Payroll, Information Systems and Parking Administration.

Our Agency is working on many programs to make it easier for vendors to do business with the County. This GSA web-site, with its interactive capabilities and upcoming electronic procurement and commerce enhancements, is one step in that direction. Another new and exciting program is County’s Small, Local, and Emerging Business Program (SLEB) which promotes economic growth for the County community

THE POSITION
The Supervisor, Buildings and Plant Maintenance is responsible for the operation, maintenance installation and repair of building and plant equipment for a group of County buildings or for a large medical institution. The position is located in the General Services Agency's Building Maintenance Department and is responsible for the 24-hour operation and maintenance of steam, heating, and other utility services for County buildings. Each position is responsible for an area which may consist of: office buildings, libraries, Veterans Memorial Buildings, clinics and detention facilities, and other buildings; the incumbents report to a Facilities Manager.

IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below, the ideal candidate for the position of Supervisor, Buildings and Plant Maintenance will have significant, relevant, technical experience and possess the following critical attributes:

  • Understanding of the technical components, language and process of building maintenance.
  • Strong customer focus skills demonstrated by the ability to understand and anticipate customer needs.
  • Outstanding organizational skills, including the ability to independently prioritize tasks and focus on multiple projects simultaneously while being able to provide project status updates at a moment’s notice.

  • Demonstrated expertise in identifying and correcting conditions that affect employment safety as well as experience in upholding safety standards.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises the operation, maintenance, and repair of building and plant equipment including low pressure steam or hot water boilers and support systems such as steam and electric driven pumps, burners, combustion control devices, economizers, steam traps, valves and boiler water test equipment; heating, ventilation and air conditioning equipment including large absorption and centrifugal chillers, air filter systems, heat exchangers, cooling towers, pneumatic and direct digital control systems, self-contained air conditioning equipment, water treatment systems, pumps, piping systems and refrigeration equipment; domestic hot and cold water distribution systems; sewage and drainage systems; and various other mechanical, electrical and piping systems installed in large buildings.

2. Receives and reviews departmental service requests; assesses feasibility and determines the most efficient means of accomplishing tasks; coordinates and monitors the completion of each project.

3. Maintains an inventory of building and plant equipment and supplies; develops and maintains a schedule for routine servicing and preventive maintenance; keeps maintenance record files, blueprints and drawings pertaining to the building and the installed systems; recommends the purchase of new or replacement equipment.

4. Inspects inoperable equipment and determines repair requirements; inspects facilities and prepares reports to determine maintenance and structural deficiencies; inspects facilities for compliance with Fire Codes, Building Codes, safety requirements and adequacy of preventive maintenance programs.

5. Supervises normal operation and, when necessary, operates equipment under critical or emergency conditions.

6. Evaluates in-house capabilities and makes recommendations when necessary for contract work; assists contractors and service agencies in obtaining access to building areas and equipment to ensure a minimum disruption to County operations and to provide safeguards to County property.

7. Plans, forecasts and prepares work assignments and schedules; reviews status of ongoing work assignments; supervises and evaluates the work of subordinate personnel.

8. Recommends personnel actions including selection and disciplinary actions; provides training; completes evaluations and other reports; and maintains time and attendance records.

9. Estimates costs of jobs; monitors expenditures to ensure adherence to approved budgets; and maintains inventory. Manages and supervises the care of tools and equipment in safe working order and makes recommendations for equipment and supplies.

10. Reviews and evaluates various ongoing engineering logs and electronic records and reports.

11. Conducts safety meetings, recommends and/or purchases safety equipment.

12. Participates in a variety of meetings, including staff meetings, departmental meetings, safety meetings and meetings with occupying departments to identify problems and plan for corrective action; acts as a liaison between County departments and staff; establishes and maintains effective working relationships.

13. Researches new products and equipment for maximum efficiency and sustainability.

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of three years as a Stationary Engineer, Electrician or Plumber in the Alameda County classified service (non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts). (Supervisory experience highly desirable).

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

Or II
Experience:

The equivalent of four years as a Stationary Engineer responsible for the operation, maintenance and repair of building and plant equipment including boilers, heating, ventilation, air conditioning and plumbing equipment and other electrical mechanical and equipment normally found in large buildings. Two of the four years' experience must have been at the supervisory level.

Licenses:

• Possession of a universal CFC (Chloro-Fluoro-Carbon) Certificate, mandated by the Environmental Protection Agency.

• Possession of a California Motor Vehicle Operator's license.

Special Requirements:

Must be able to obtain and maintain security clearance from Alameda County Sheriff's Office. Must be on call after hours, weekends and holidays.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1. A review of the candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2. A review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
