THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

THE AGENCY
Alameda County's General Services Agency delivers a host of support services to County departments and agencies. These services fall into several major categories: Technical — architectural, engineering, energy and hazardous materials management; Building Maintenance — building maintenance and repairs, janitorial services and minor remodeling and alterations; Construction — new facilities and major remodeling; Procurement — purchasing and contract administration; Fleet Services; Childcare Planning; Human Resources, Payroll, Information Systems and Parking Administration.

THE POSITION
The position of Painter is responsible for performing journey-level work to paint the interior and exterior of County structures. These positions are located in the General Services Agency and reports to a Supervisor, Carpentry, Paint and Lock Services. Painters perform journey-level painting work with a minimum of supervision.

IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • Outstanding technical knowledge, skills and ability as an experienced Painter that include, but not limited to:
    • Ability to demonstrate excellent brush and roller workmanship
    • Ability to use spray equipment in a safe manner
    • Ability to prepare surfaces prior to applying paint
    • Ability to tape and finish drywall
    • Ability to determine and select the appropriate tools and equipment required to complete a job in a timely manner
    • Knowledge of the usage, storage and maintenance of the materials and tools necessary to Painters
    • Ability to erect scaffolding in a safe, efficient manner
  • Demonstrates attention to detail to ensure that every job is completed to exact specifications
  • Demonstrates expert technique and aspires to make every job a quality job
  • A commitment to exceptional customer service
  • A proven safety record as demonstrated by the ability to identify safety issues and take corrective action as well as demonstrate the ability to use personal protective equipment (PPE) correctly and appropriately
  • Effectively carries out assignments with minimal supervision

 

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of four years full-time experience in the class of Building Maintenance Worker II in the Alameda County classified service (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II
Education:

Successful completion of a recognized four-year apprenticeship in the painting trade.

And
Experience:

The equivalent of one year recent, full-time, journey-level paid experience in interior and exterior painting of houses, commercial buildings or related structures for a licensed painting contractor. Additional experience as a journey-level painter may substitute for an apprenticeship on a year for year basis.

License:
Possession of a valid California Motor Vehicle Operator's license.


Special Requirements:
Must be able to lift and carry five gallon buckets of paint.
Must be able to climb and work from ladders or scaffolding.
Must be able to work in confined areas.
Must be able to wear a respirator.
Must be able to obtain and maintain security clearance.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Practices, materials, tools and equipment used in the painting trade, including the preparation of surfaces, the application of paints and paint products, the use and care of brushes and equipment, and the mixing and matching of paint products.
• Safety procedures.
• Staging equipment.
• Hazardous materials awareness (asbestos, lead paint, MSDS, etc.).
• Basic computer skills including knowledge of Outlook.


Ability to:

• Use and maintain a variety of brushes, sprayers, tools and equipment of the painting trade.
• Harmonize, mix and match colors.
• Hang paper or vinyl.
• Assemble and stage equipment, including ladders, scaffolding and swing stages.
• Direct, lead and/or instruct non-journey level workers.
• Follow general and detailed verbal and written instructions.
• Establish and maintain cooperative working relations with employees and the general public.
• Plan, organize, prioritize and keep track of assignments and materials.
• Provide excellent customer service.
• Collaborate and coordinate with other trades.
• Follow safety and security procedures.
• Communicate clearly both orally and in writing.

EXAMINATION COMPONENTS

The examination will consist of the following steps: A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a performance examination  weighted as 40% of the candidate’s final examination score. Those candidates scoring highest on the performance exam will move on to the next step in the examination process, an oral interview which will be weighted as 60% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
