Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

 

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line. ACFD

THE AGENCY

THE ALAMEDA COUNTY FIRE DEPARTMENT (ACFD) provides all-risk emergency services to the unincorporated areas of Alameda County (excluding Fairview), the cities of San Leandro, Dublin, Newark and Union City and Emeryville, the Lawrence Berkeley National Laboratory and the Lawrence Livermore National Laboratory. With 29 fire stations and 35 companies serving a population of 394,000, the ACFD serves densely populated urban areas, waterways, industrialized centers, extensive urban interface, agricultural and wildland regions. Over 400 personnel and 100 Reserve Firefighters provide a wide variety of services to an ever expanding, dynamic and diverse community of roughly 508 square miles. These services include:

The Alameda County Fire Department (ACFD) was formed on July 1, 1993 as a dependent special district with the Alameda County Board of Supervisors as its governing body. This consolidation brought together into a single jurisdiction the Castro Valley Fire Department, Eden Fire Department and County Fire Patrol (each a dependent special district under the Board of Supervisors).

Prior to 1993 Unincorporated Fire Protection:

Subsequently, the following communities have consolidated with the ACFD:

  • October 1, 2007 Lawrence Livermore National Laboratory
  • January 20, 2008 Alameda County Regional Emergency Communications Center (ACRECC)
  • May 1, 2010 City of Newark
  • July 1, 2010 City of Union City
  • July 1, 2012 City of Emeryville

The ACFD is also responsible for the administration and operation of the Alameda County Regional Emergency Communications Center (ACRECC). The dispatch center provides dispatch and regional communication center services for the ACFD, the Alameda County Emergency Medical Services Agency, Camp Parks Combat Support Training Center, and the cities of Alameda, Fremont, Livermore and Pleasanton. ACRECC is also the Dispatch/System Status Management Center for Paramedics Plus ambulance service.

 

THE POSITION

Under general supervision, assist with the creation, maintenance and update of the Alameda County Regional Emergency Communications Center (ACRECC) Geographic Information System (GIS); to assist with the analysis of spatial and tabular data and for the production of electronic and hard-copy maps; and performs related work as required.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Use of systems to assist with the implementation and maintenance of a comprehensive geographic information systems, which includes updating the base map layer, and additional layers as specified by the ACRECC.

2. May be required to work with other departmental and county staff to assist with system coordination and integration and the definition of required output.

3. Assembles, organizes and digitizes information into the appropriate GIS database.

4. Documents all work performed, including the use of quality control procedures.

5. Perform computer backup and recovery procedures; correct or report hardware/software problems.

6. Assists with the instruction of other staff in the use of GIS software and databases.

7. Compiles data into technical reports.

8. Prepares a variety of correspondence, documentation and other written materials; update procedural manuals as assigned.

9. Assists with the preparation of cartographic layout and design of a variety of maps and graphics for use and presentation.

10. Assists with the performance of the SQL database entry on a regular basis.

MINIMUM QUALIFICATIONS

Education:

Equivalent to completion of two years college (60 semester or 90 quarter units), which has included coursework in trigonometry, computer-aided drafting, geographic studies, computer science and related technical subjects.

AND

Experience:

Pattern 1
The equivalent of two years of full-time progressively responsible experience in Geographic Information Systems and Database Management, Cartography, Mechanical Drawing, Civil Engineering, drafting or related field.

OR

Pattern 2
The equivalent of two years of full-time experience in any combination of automated map drafting, GIS database maintenance of a field directly related to the work using geographic information or other spatial software and databases. Additional experience as outlined above may be substituted for the education on a year-for-year basis.

OR

Graduation from a four-year accredited college or university, with major coursework in Engineering, Computer Science, Information Systems, Geography, Environmental Studies, or a field related to the work.

License:

All candidates must possess a valid California State Motor Vehicle Operator's license.

Special Requirements:

Candidates must pass a psychological evaluation, a medical examination and a thorough background evaluation after an offer of employment will be made. A Computer Voice Stress Analyzer examination will also be included in the process to assess candidates’ responses in the areas of drug use, driving history, honesty, racial discrimination, and sexual harassment. Any felony conviction will result in disqualification. Candidates must be US citizens.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

 

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

• GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation, and analysis
• Principles and practices of, records management, and data collection techniques.
• Pertinent federal and state laws and regulations.
• GIS software principles, methods and techniques, including applicable software such as ArcGIS, GeoMedia Pro, Microstation, AutoCAD, MapInfo, or MapCAD.
• Principles and procedures of quality assurance and security related to computer information systems.
• Basic Global Positioning Systems (GPS) concepts and procedures.
• Modern office practices and procedures.
• Proper English grammar, spelling, punctuation, and vocabulary.
• Perform SQL database data entry on a regular basis.
• Computer-aided drafting software usage and procedures.
• Geographic systems software and databases.
• Recordkeeping principles and practices.
• System documentation principles and practices.
• Techniques for the basic installation and troubleshooting of GIS-related software, including databases.
• Use of standard office equipment.
• Techniques for explaining technical concepts to non-technical users.


Ability to:

• Integrate various spatial and non-spatial data into GIS databases from multiple sources.
• Explain technical concepts to non-technical users.
• Use computer-aided drafting and GIS software to produce digital maps, hardcopy maps, databases and other documentation as requested.
• Perform various GIS database functions, including developing standards and methodologies for use of the GIS database.
• Install, troubleshoot and upgrade GIS software.
• Prepare clear and concise work documentation, update procedures and technical reports.
• Maintain accurate records and files.
• Organize work, set priorities and meet critical deadlines.
• Use initiative and independent judgment within established procedural guidelines.
• Instruct non-technical users in software use and procedures.
• Establish and maintain effective and professional working relationships.
• Make sound independent decisions within established guidelines.
• Communicate clearly and concisely orally and in writing.
• Prepare various graphic maps, diagrams, exhibits and displays for presentation purposes.
• Interpret aerial photographs.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
