What is the Alameda County Temporary Assignment Pool (TAP) Program?

The primary goal of the Alameda County Temporary Assignment Pool (TAP) Program is to provide immediate, staffing support services to all Alameda County departments. Departments may utilize TAP employees to provide coverage to agencies/departments for special projects, long-term leave, related temporary staffing needs or to temporarily fill a vacant position during a recruitment process.

We will review applications to select the candidates who meet the minimum qualifications and to identify the best-qualified candidates to continue in the  process. If you possess the required knowledge, skills, abilities and relevant work experience and if you are selected as one of the best qualified you will be scheduled for the next step in the process which is a site clearance. The remaining steps in the process include verification of Employment References, Medical Examination and Fingerprinting. At anytime during the process, you may be disqualified from further consideration.

Conviction History

As part of the employment process, candidates are required to complete a Conviction History Form (CHF) and submit it when requested by the County of Alameda. This may occur when you file the application, at the last step of the examination process (usually the interview) or at the time of a hiring process. Such disclosure will remain confidential and will not necessarily preclude employment. It is in your best interest to complete the Conviction History Form (CHF) form in detail as you may be called upon at a later date to explain circumstances surrounding the offense. All new County employees will be fingerprinted. A conviction record will not necessarily disqualify an applicant or employee. Each case will be given individual consideration, based on job-relatedness. Any record of conviction(s) will be reviewed and may result in a request for additional information or termination if warranted.

Medical Examination

All prospective TAP employees must pass a medical examination before beginning employment. For positions that require a commercial driver’s license and the performance of functions defined as “safety sensitive”, Federal law and County policy require the examination include a drug screening process. BENEFITS

BENEFITS FOR TEMPORARY ASSIGNMENT POOL (TAP) POSITIONS

TAP Employees may be eligible for medical, dental and share the savings program.

TAP employees will initially be eligible for benefits after working seven consecutive pay periods.  Hours actually worked in each of the pay periods must be at least 50% of the standard hours for a TAP classification (e.g. 37.5 hours per pay period for a 75.0 hour standard workweek classification OR 40 hours per pay period for an 80 hour standard workweek classification).  Employees must re-establish eligibility if pay period hours fall below 50% of the class within the seven consecutive pay period timeframe.

Once eligibility has been established, employees will be scheduled to attend the County benefits orientation.  Please allow up to 3 weeks after eligibility to be scheduled.  It is mandatory that employees attend this session.  The orientation will help employees understand benefits available, assist in completing any enrollment forms for benefit coverage, and provide valuable information on who to contact should questions arise.  The next opportunity to enroll in benefits will be during the annual Open Enrollment period, which takes place in the fall, for the following benefit plan year.

Medical Benefits - Upon establishing eligibility, medical benefits will begin the first month following two (2) consecutive payroll deductions within a month. The County’s contribution toward health benefits for TAP employees will be prorated each pay period based upon a proportion of the hours the employee is on paid status within that pay period, provided the employee is on paid status at least 50% of the normal full-time biweekly pay period for the job classification.  Health care premiums will be deducted from the employee’s pay, unless there are insufficient funds to cover the entire premium amount.  An employee with insufficient funds will be billed for the balance of the premium amount.  If the TAP employee works less than 37.5 hours per pay period for a 75.0 hour standard workweek classification OR 40 hours per pay period for an 80 hour standard workweek classification, the employee is responsible for paying the entire amount of the health care premium.

Dental Benefits -The County will contribute the full cost of the TAP employee’s dental premium provided that the employee is on paid status at least 37.5 hours per pay period for a 75.0 hour standard workweek classification OR 40 hours per pay period for an 80 hour standard workweek classification in each and every biweekly pay period.  If the TAP employee works less than 37.5 hours or 40.0 hours during a pay period the employee will be responsible for paying the entire dental premium amount.
