Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Application & Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. DESCRIPTION

HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. BEHAVIORAL HEALTH CARE SERVICES  

It is the mission of Behavioral Health Care Services to maximize the recovery, resilience and wellness of all eligible Alameda County residents who are developing or experiencing serious mental health, alcohol, or drug concerns. DISTINGUISHING FEATURES

This is a single class position located in the Behavioral Health Care Services Department in the Health Care Services Agency. The position is responsible for all aspects of planning, developing and evaluating the department’s quality management and quality improvement programs. It also has responsibilities for developing and implementing policies and procedures for the Consumer Assistance service delivery. It is distinguished by the full range of administrative, clinical, credentialing and supervisory responsibilities for the Mental Health Managed Care Plan administered by the Behavioral Health Care Services Department. The position reports to the Quality Management Program Director.

IDEAL CANDIDATES

Ideal candidates for these positions will also be highly respected as:  

  • seasoned program manager experienced in the design, implementation, management and evaluation of substance use disorder programs; and can manage the related resources, personnel and activities in order to optimize organizational and program performance. Experience with program and or fiscal audits from state/federal governmental agencies is highly desirable.
  • A practiced problem solver who makes sound decisions using data gathering and analysis, and quickly identifies and understands issues, problems and opportunities; evaluates alternatives and recommends viable solutions; and solves problems consistent with available resources, facts, constraints, and probable consequences to achieve desired organizational or service care goals.
  • A well-rounded negotiator who is able to use persuasion to gain support and cooperation from stakeholders, superiors, and other departments to achieve a desired course of action consistent with the agency’s goals and objectives.
  • An experienced office administrator with knowledge of Medi-Cal and Medicare Health Programs, regulations and laws and the ability to apply knowledge of support principles, practices, policies and processes to ensure effective and efficient administrative operations.
  • An effective communicator with excellent interpersonal skills that focuses on developing and maintaining effective relationships with others; relates well to people from varied backgrounds and in different situations; shows understanding, courtesy, tact, empathy, concern, and politeness.
  • Someone who is well organized, capable of multi-tasking and planning daily work activities, and establishing a course of action for self and others to ensure that work is completed efficiently.

    MINIMUM QUALIFICATIONS

    Education:

    Possession of a Master's Degree from an accredited college or university with a major in a health related field.

    AND

    The equivalent of three years of full-time experience in a Behavioral Health Managed Care setting of which a minimum of the equivalent of one year has been in an administrative or supervisory capacity.

    License:

    Possession of a valid California Driver's License.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of:

    ·    Principles and practices of clinical systems, quality assurance, quality management, quality|
         improvement
    and risk management principles in a managed behavioral health care setting.

    ·    Organization and functioning of a managed behavioral health care setting.

    ·    Current applicable federal, state, county laws, codes, and regulations and their
          reporting requirements.

    ·    Knowledge of patient (client) care issues.

    ·    Current trends, research, and issues in treatment and prevention as they relate to 
          QA/QM/QI in a managed behavioral health care system.

    ·    CQI tools and principles in regards to the measurement and assessment of data
          collection with subsequent analysis of outcomes.

    ·    General administrative practices and principles; personnel management/supervision.

    ·    Community standards of quality clinical practice, diagnosis, assessment, treatment
          planning and documentation.

     

    Abilities:

    ·       Planning and organizing.

    ·       Decision-making and judgment.

    ·       Analyzing and problem solving.

    ·       Maintenance of accurate records.

    ·       Development and implementation of QA/QM/QI principles.

    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF the following steps:

     1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

    2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

    3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
