HEALTH CARE SERVICES AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. PUBLIC HEALTH DEPARTMENT (PHD)

Alameda County Public Health Department (ACPHD) has worked for over 80 years to improve the health and safety of its residents and the neighborhoods they live in. Traditional public health concerns such as disease outbreaks, environmental hazards and access to health care have been joined by contemporary concerns: bioterrorism, crime, violence, and substance abuse. Each of these poses a threat to public health and wellness. VACANCY

Local Policy and Community Capacity Building are core components of ACPHD’s efforts to advance health and social equity – to create an Alameda County where everyone has the same opportunity for long, healthy lives, regardless of race, income and neighborhood where they live. Our local policy work advances equitable policies at the city, county, and regional level – in collaboration with grassroots organizations and across government agencies while our community capacity building efforts serve to support residents in building their power to advocate for the change they seek in their neighborhoods.

 

The Health Equity in Planning and Policy (HEPP) Unit is organizationally located within the Office of the Public Health Director and proactively focuses on local policies to advance health equity in partnership with local community-based organizations and responds to emerging policy issues at the request of grassroots and government partners. As it collaborates to advance equitable local policy, HEPP is committed to building the capacity of staff throughout the department to contribute to policy efforts as part of their core programmatic work.  HEPP is also committed to increasing awareness of intersections between multiple social issues and health equity, as well as increasing systemic consideration of the potential health equity impacts of policy decisions. 

 

Our current work includes, but is not limited to, partnerships with community groups, county departments and the cities within Alameda County to improve the conditions in which residents live, work and play.  Some examples of the work in HEPP's Place Matters program includes collaborating with local governments to improve local code enforcement practices for rental housing to prevent and control asthma; providing public health perspective on economic policies and program development to expand access to non-predatory financial products in need through the County; and working with city staff, community partners and residents to create tools to integrate health impact considerations into planning and development decisions.  For more information about Place Matters:   http://www.acphd.org/social-and-health-equity/policy-change/place-matters.aspx

 

This position is an exciting opportunity for an experienced manager to lead and grow a high-performing team working to advance social and health equity within and outside local government.  Candidates for this position should possess a strong commitment to and grasp of, social justice and health equity issues; have extensive experience in staff management, team leadership, and team building; be comfortable navigating institutional settings in order to advance a social equity agenda; have experience raising external funding to program growth; and have experience leading policy and systems change work – including policy analysis and development, building cross-sector partnerships, and/or community organizing on issues related to health equity and social justice.

 

THE POSITION
Under general direction of the Director, Public Health, the Director of Assessment, Planning, and Health Equity plans, organizes, and administers the planning, community capacity building, and local policy development and health and socio-economic evaluation, research and dissemination functions of the public health department to ensure that programs and policies are accurate, effective and consistent with the goal of eliminating health inequities.  This is a single-position classification located in the Office of the Director, Public Health Department. The incumbent reports to the Director, Public Health, and is responsible for providing direct administrative overview in the areas of strategic planning, community assessment, research, evaluation, community capacity-building, and the development of local policy initiatives in broader determinants of health sectors (education, housing, transportation, economic development, etc.).  The incumbent also acts in the absence of the Director and Deputy Director, Public Health.  The incumbent in this position is responsible for the planning and policy development focused on health and social equity functions of Public Health Department and the effectiveness of programs to address health inequities across Public Health Department Divisions. This classification differs from the classification of Division Directors, Public Health in that the latter is responsible for directing and administering programs of one or more divisions that represent the full spectrum of services along the continuum of care within the health delivery system.

       * Familiarity with policy environment in Alameda County and cities within Alameda
         County with particular focus in those communities that experience significant social inequalities and poor
         health);
       * Experience working in and for low income communities of color

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of three years of full-time experience as a Health Care Program Administrator II with at least two years of full-time experience in the management and oversight of a health program(s) involving the delivery of services.

Or II
Education:

Possession of a Bachelor’s degree from an accredited college or university with a major emphasis in Sociology, Public Health, Epidemiology, Public Policy, Public Administration, Social Welfare, Psychology, Education, Ethnic Studies, Communication or appropriate behavioral science.

And
Experience:

The equivalent of four years of full-time, supervisory and administrative experience in directing a large public or private organization which must have included progressive responsibility, in program planning, operations, management and evaluation, research or surveillance-related work, policy development, grant writing, budget, fiscal and personnel management. The most recent two years of experience must have been focused in developing, analyzing and/or implementing policies with a focus on equity and social justice. Experience in a public agency is strongly preferred.

Substitution:

Possession of a Master’s degree in Public Health, Health Care, Social Work, Public Administration or a related field may be substituted for one year of the required experience.

(Additional experience as outlined above may be substituted for the education on a year-for-year basis.)

License:

Possession of a valid California Motor Vehicle Operator’s license.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1)  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.  2)  A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.  3)  The oral interview which will be weighted at 100% of the candidate's final score and may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.
