Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Postmarks are not accepted.  Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

ABOUT THE ALAMEDA COUNTY LIBRARY

The Alameda County Library provides library services from ten branch libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Outreach services are provided through the Bookmobile, the Literacy Program, the Senior Outreach Program, and the County Jails.

The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian Carmen Martinez and the Board of Supervisors on library services.

The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services. The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends or Library League groups in each community support library programs and services.

THE POSITION

Under general direction at the higher level and under general supervision at the lower level, plans, directs, coordinates and supervises the work of a Branch Library or a major unit within the public or technical services division of the County Library, or has staff advisory responsibility for the development and coordination of system-wide library service programs and collections; trains, supervises, and evaluates staff assigned to work within the branch or unit; assists in the development and implementation of Library policies, procedures and service delivery programs with the system and to the public; and performs related duties as required.

 

DISTINGUISHING FEATURES

Supervising Librarian II’s are expected to perform the full range of duties under general direction. This class is distinguished from Supervising Librarian III’s, who are assigned to one of two areas; either managing the Fremont Main Library, its satellite branches, and the responsibility of supervising a substantially larger staff through at least two subordinate supervisors or; the Branch Manager of Extension Services which is distinguished from Supervising Librarian II positions by its responsibility for managing three or more distinct public service programs which provide direct services throughout the County Library service area rather than to one community.

The current openings are for a manager of the cataloging unit, as well as a branch manager. However, this list will also be used to fill any other openings for Supervising Librarian II position that may open management.

 THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications listed below, the ideal candidate will have demonstrated a successful track record in the following:

  • Implementing change management and building key relationships.
  • Outstanding background coordinating library programming and events.
  • A keen understanding of social media and new technology that may affect the library system.
  • Superior command of oral and written communication.
  • Being action-oriented and making good, data-driven decisions.
  • Successfully motivating and interacting with direct reports.
  • In depth knowledge of Library collections, cataloging standards and collection management

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans and directs the day-to-day operation of a primary community library or major unit within the library; selects and evaluates staff; supervises professional, paraprofessional, and/or clerical staff responsible for public or system supported services; interprets and applies library policies and procedures.

2. Initiates and maintains contact with members of the community, including City Councils and City Officials, library support groups, service organizations and agencies. As delegated by the County Librarian, has primary responsibility for working with appointed citizen commissions and committees in their assigned communities. Arranges visits for members of the community to the library, speaks to organizations about library services; prepares publicity on library activities; promotes the use of the library within the community.

3. Assesses branch or unit needs for staffing, materials, furnishings and equipment; submits budget requests to meet public or support services objectives.

4. In cooperation with Service Coordinators, orients and trains new staff in service programs; plans and implements specialized public and support services programs.

5. Manages a major unit or units, which may include responsibility for cataloging, collection development and selection, older adult services or web services; develops training programs for public; may serve as an advisor to public services staff in the development of various electronic databases or formats for presentation and access to information.

6. In children’s services at the Fremont Library, supervises professional and/or paraprofessional staff providing services to children; plans and presents programming for children; interprets children’s services to the public, to organizations and educational institutions, and promotes the use of the library within the community.

MINIMUM QUALIFICATIONS

Either I

The equivalent of three years full-time experience as a Librarian II or an equivalent or higher-level librarian class or the equivalent of one-year full-time experience as a Supervising Librarian I in the Alameda County classified service (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts

Or II

The equivalent of four years recent, full time, responsible professional level library experience, including the equivalent of one-year full-time supervisory responsibility in a library

Possession of a master’s degree in Library Science awarded by an American Library Association accredited college or university is highly desirable and may be substituted for one year of recent, full-time, responsible professional library experience for either qualifying path.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

The examination will consist of the following steps:  1) A review of candidates' applications to verify possession of minimum requirements;  2) Those candidates who possess the minimum requirements for the position will move onto the next step in the examination process which is a  review of the Supplemental Questionnaire to determine the best qualified - only the most suitably best qualified candidates will be invited to the oral interview process; 3) the final test component which is an oral examination interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.
