Librarian I Services-As-Needed (SAN)

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended. Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Postmarks are not accepted.  Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

ABOUT THE ALAMEDA COUNTY LIBRARY

The Alameda County Library provides library services from ten branch libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Outreach services are provided through the Bookmobile, the Literacy Program, the Senior Outreach Program, and the County Jails.

The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian Carmen Martinez and the Board of Supervisors on library services.

 

The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services. The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends or Library League groups in each community support library programs and services.

 

VACANCY

The current vacancy is for a Services-As-Needed (SAN) Librarian I.  However, the eligible list resulting from this recruitment and selection process may be utilized for vacancies which may arise within the next year for the Library.  An appointment from an eligible list to a position which is filled seasonally or for irregular periods of time, is a services-as-needed appointment. Services-as-needed appointments are subject to a probationary period. After satisfactory completion of the period of probation, services-as-needed appointees gain tenure for services-as-needed employment. The scheduling of work for services-as-needed employees shall be based upon the needs of the department, as determined by the department head. In the event a services-as-needed employee is separated through layoff, seniority rights shall apply, pursuant to Rules 2004, et.seq.

 

Librarian I SANs are required to work a minimum number of Sunday afternoon shifts per year. 

 

THE POSITION

Under general supervision, Librarian I’s and II’s provide professional services for library patrons or assist in the operation of a library; may be assigned to general reference, children’s services, young adult services or technical services; and do related work as required.

 

DISTINGUISHING FEATURES
Librarian I is the beginning-level position in the professional librarian series and is distinguished from a Librarian II according to the amount of supervision given and responsibility delegated.

 

THE IDEAL CANDIDATE

In addition to meeting the minimum qualifications listed below, the ideal candidate will encompass the following attributes, and have demonstrated a successful track record in:

 

  • Knowledge and understanding of social media and new technology suitable for a Library environment to maximize the organizational and individual performance.

  • Knowledge of classification and cataloging of library materials.

  • Work effectively when experiencing changes in work responsibilities, work environment, processes or cultures. Adapts quickly and easily to various changes.

MINIMUM QUALIFICATIONS

Either I

Possession of a master's degree in Library Science awarded by a school of librarianship accredited by the American Library Association.

Or II

The equivalent of two years of full-time experience as a Library Assistant II in the Alameda County Library system.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles and practices of librarianship, including those for bibliographic entry, reference work and cataloging.
• Public library programs and their relationship to community needs.
• Books, periodicals in general use, CD-ROMS, on-line reference and bibliographic sources and reference books, and common indexing services.
• Electronic information sources (e-mail, Internet, etc.).
• Library business methods, procedures, and practices.

• Classification and cataloging of library materials.

EXAMINATION COMPONENTS

The examination will consist of the following steps:  1) A review of candidates' applications to verify possession of minimum requirements;  2) Those candidates who possess the minimum requirements for the position will move onto the next step in the examination process which is a  review of the Supplemental Questionnaire to determine the best qualified - only the most suitably best qualified candidates will be invited to the oral interview process; 3) the final test component which is an oral examination interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.
