DESCRIPTION

THE AGENCY
The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services.

Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION
Under general supervision, the Assistant Engineer does a variety of professional civil engineering work in the field and office, performs engineering design and inspection of roads and road appurtenances, drainage facilities and related flood control structures; and does related work as required.


IDEAL CANDIDATE  

Alameda County Public Works Agency is seeking dynamic individuals to fill vacancies in our Flood Control Design section and Construction section.  In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • Proven Professional Civil Engineering experience in the areas of Hydraulics and Hydrology and Construction Project Management;
  • Excellent communication skills in both oral and written form and the ability to effectively communicate with diverse audiences;
  • Strong ability to identify and understand complex problems and concepts, apply logical thinking and quantitative methods of gathering and analyzing information, make decisions and exercise good judgment based on available data, design solutions to problems and formulate and articulate action plans;
  • Exceptional organizations skills, including the ability to independently prioritize tasks and work on multiple projects , but also be able to provide status updates on projects in a timely manner;
  • Ability to consistently maintain focus and effectiveness when experiencing changes in work responsibilities, priorities and deadlines, demands from stakeholders and citizens, and takes prompt action to meet project deadlines while addressing issues proactively and collaboratively;
  • Proven safety record as demonstrated by the ability to identify safety issues and take corrective action;
  • Demonstrated expertise as a self-directed problem solver with high standards for quality work products with the ability to provide thorough and detailed project status reports; monitor project schedules, change orders and follow up with outside agencies and vendors; and
  • Ability to present complex technical information to peers, team members, management and members of the public with the use of audio visual aids and equipment;

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of experience in the class of Junior Engineer in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

Or II

Possession of a Bachelor's degree in civil engineering awarded by an accredited college or university.

AND

The equivalent of two years of professional civil engineering experience.

License:

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Fundamental practices of civil engineering.
  • Mathematics as applied to civil engineering. 
  • Strength, properties, and uses of engineering construction materials.
  • Practices, methods and equipment used in engineering construction.
  • Methods and procedures for describing real property. 
  • Hydraulics and hydrology.

     

Ability to:

  • Design relatively simple road and flood control structures or parts of similar but complex structures with skill and accuracy.
  • Use current AutoCAD civil design software to prepare civil design and construction contract drawings. 
  • Perform common tests of construction materials.
  • Prepare technical reports.
  • Makes project presentations internally and to the public.

 

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of candidates’ Supplemental Questionnaires to select the Best Qualified applicants to continue in the process.

3) An Oral Interview with a Situational Exercise which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
