Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. THE AGENCY
The Alameda County Auditor-Controller Agency is a general government agency which provides direct services to County residents as well as administrative and operational support to County departments. The department has approximately 200 full-time employees and an estimated budget of $29.5 million. The Agency develops and maintains the County’s accounting, payroll, audit, tax analysis, budget and grants, contract compliance and cost plan systems and procedures. The Central Collections Department collects receivables mandated by State and federal laws and regulations. The Office of the Clerk-Recorder provides for the recording of all recordable documents and maps, collection and distribution of fees and taxes from recording documents and maintenance of the vital statistics register.
THE POSITION
Under general direction, assists the County Auditor-Controller/Clerk-Recorder in the administrative operations of the County Clerk Recorder's office; to coordinate and be responsible for recording a variety of legal documents, the official issuance of marriage licenses, registration of notaries; and to do other related work as required.
DISTINGUISHING FEATURES
The Assistant County Clerk Recorder reports directly to the Division Chief or Chief Deputy Auditor and has primary responsibility for planning and administering the daily operation of the Recorder's office of the Clerk-Recorder's Office. Primarily, this involves coordinating and being responsible for recording a variety of legal documents and supervising the County Clerk duties. The incumbent of this one-position class assumes responsibility for the management of the County Clerk-Recorder's Office in the absence of the Division Chief.
The most suitably qualified candidates will possess the following competencies:

Knowledge of:
· Statutory requirements for recording official documents, issuing licenses for and recording marriages, and other official documents.
· Legal terminology required in recording work.
· Principles of analysis, systems and procedures developments.
· Modern office management principles and practices, including budgeting.
· Principles and practices of personnel management and training.
Ability to:
· Effectively plan, organize and supervise the work of others.
· Establish and maintain effective relationships with other officials and the public.
· Speak and write effectively.
· Prepare clear and concise reports.
· Perform statistical analysis.
THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to determine the best qualified; only the best qualified candidates will be invited to the oral interview process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
