Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE AGENCY

The Alameda County Auditor-Controller Agency is offering an exciting career opportunity as a Collection Supervisor I. The Alameda County Auditor-Controller Agency is a general government agency which provides direct services to County residents as well as administrative and operational support to County departments. The department has approximately 200 full-time employees and an estimated budget of $29.5 million. The Agency develops and maintains the County’s accounting, payroll, audit, tax analysis, budget and grants, contract compliance and cost plan systems and procedures. The Central Collections Department collects receivables mandated by State and federal laws and regulations. The Office of the Clerk-Recorder provides for the recording of all recordable documents and maps, collection and distribution of fees and taxes from recording documents and maintenance of the vital statistics register.

THE POSITION

Under general direction, to plan, organize and direct the work of one or more units within the Central Collections Division of the Office of the Auditor-Controller or the Treasurer-Tax Collector’s Department; to train collectors and/or related support staff in the more complex aspects of enforced collections; to supervise, directly or through subordinates, collectors and/or related support staff; and to perform other duties as assigned.  When assigned to Central Collections, Collection Supervisor I's are flexibly staffed to Collection Supervisor II after the incumbent successfully completes a supervisory training program.

MINIMUM QUALIFICATIONS

These are the minimum professional requirements for the position of Collection Supervisor I:

Either I

The equivalent of one-year full-time experience as a Collection Enforcement Deputy II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years’ full-time experience in collection work, including court experience. Also, required experience should have included supervisory or administrative assignments.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

· State and Federal laws and regulations on collection and collection enforcement.
· Court procedures for civil cases; internal and other departments' collection accounting systems.
· Basic collection techniques and methods.
· Departmental collection policies and procedures.
· County's policies on enforced collections.
· Basic supervisory practices.
· General knowledge of data processing technology, principles and systems’ development.

For positions in the Treasurer-Tax Collector’s Department, knowledge of the California Revenue and Taxation Code pertaining to Unsecured Property Taxes.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST of the following steps:

1)  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2)  A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.

3)  An oral interview, which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises and will be a combined interview process.
