Registrar of Voters Temporary Assignments, TAP (SAN)

 Alameda County's Temporary Assignment Pool (TAP) Unit and the Alameda County Registrar of Voters are seeking temporary staff in preparation for the upcoming 2016 elections.

 About the Alameda County Registrar of Voters

The Registrar of Voters is responsible for registering voters and conducting Federal, State, County, special and local elections. The Registrar prepares the published notices of elections and lists of offices for which candidates are to be nominated. It is the Registrar's duty to accept and check the nominating petitions of candidates for office; prepare and print official and sample ballots in English, Chinese, Spanish, Tagalog and Vietnamese; mail sample ballots to over 750,000 registered voters; recruit over 5,000 election officers and over 700 polling places; and provide the roster and street index and other supplies for use by the election officers at the polls.

The Registrar of Voters is also required to establish and revise voting precincts, provide for the tabulation of returns on election night, and conduct the official canvass of votes cast. In addition to elections, the Registrar is required to check the signatures on initiative, referendum and recall petitions. Finally, the Registrar is required to provide outreach services to maintain voter registration at the highest level possible.

DESCRIPTION

THE POSITIONS

   Individuals selected for Registrar of Voters – Election Support – Courthouse positions, are typically assigned to the Rene C. Davidson Courthouse, in any of the following assignments:

 

Election Support Staff – Review, proofread, and translate voting materials in bilingual languages such as Chinese, Spanish, Tagalog, Vietnamese, Japanese, Korean, Khmer and Hindi.  Recruit/assess bilingual poll worker applicants and data entry. Qualified applicants must have the ability to read, write and speak English and any of the following languages: Tagalog, Vietnamese, Spanish, Chinese, Khmer, Hindi, Japanese, or Korean fluently.  In addition, qualified applicants must possess data entry skills, strong customer service skills and the ability to multi-task in a fast paced work environment.

Candidate Support Staff – Assist candidates in filing for office, review/proof read official ballot in bilingual languages and data entry.  Qualified applicants must be detail oriented, possess strong customer service skills and excellent clerical skills including the ability to compose letters, type 40 words per minute and be familiar with MS Word, Excel and PowerPoint.

Data Entry Staff – Provide data entry services.  Qualified applicants must have strong customer service skills and be able to type 40 words per minute. Bi-lingual candidates fluent in English and any of the following languages: Spanish, Chinese, Tagalog Vietnamese, Khmer, Hindi, Japanese or Korean are preferred.

Vote by Mail Window Staff – Process vote by mail applications and voter registration forms, assist bilingual voters. Qualified applicants must have strong customer service skills, general clerical skills and data entry skills.  Bi-lingual candidates fluent in English and one of the following languages: Spanish, Chinese, Tagalog, Vietnamese, Khmer, Hindi, Korean, Japanese are preferred.

Vote by Mail Processors – Process voted ballots including scanning, sorting and filing. Qualified applicants will have strong multitasking skills, strong numerical filing skills, the ability to lift 25 pounds and be able to stand for long periods of time.

Openers – Extract vote by mail ballots, sort and file.   Qualified applicants must have strong numerical filing skills, attention to detail, and the ability to sit for long periods of time.

Remake Staff – Review and process damaged ballots and inter-file in numerical order. Qualified applicants must have strong numerical filing skills and be able to stand and sit for long periods of time.

Vote Count Room Staff – Responsible for pre-election voting equipment testing and processing of returned vote-by-mail ballots. Qualified applicants must have strong numerical filing skills, the ability to perform manual labor and be able to stand for long periods of time. The ability to lift 30 pounds may be required.

Recruiters –  Recruiters – Recruit and assess bilingual poll worker applicants and participate in outreach events; perform Data Entry. Qualified applicants must have strong customer service, recruitment, telemarketing and data entry experience.

 

Individuals selected for Registrar of Voters – Election Support – Warehouse positions, are typically assigned to the Registrar of Voters Warehouse, in any of the following assignments:

Warehouse Staff – Prepare, dispatch and distribute voting equipment, polling place supplies and Election Day emergency equipment; provide support for equipment/supplies.  Qualified applicants must have excellent customer service skills, the ability to perform manual labor and the ability to lift up to 70 pounds. In addition, warehouse staff must have general clerical skills and attention to detail including strong numerical filing skills.  Knowledge of Microsoft Office Excel, Word, and Outlook is preferred. Possession of a valid Driver’s License is preferred. 

Classroom Helpers – Responsible for delivering and set up/take down of classroom equipment/materials and assist Instructors during poll worker classes.  Qualified applicants must possess excellent customer skills, strong data entry skills, the ability to multi-task, and attention to detail. Manual labor is required; classroom helpers must be able to lift a minimum of 50 lbs. Local travel is required for this position. Candidates must have a valid Driver’s License and their own transportation. Class A driver's license is preferred but not required.

 

 About the Clerical Assistant SAN (TAP) Classification

Candidates hired for any of the above Registrar of Voters Temporary Assignments will be classified under the Clerical Assistant SAN (Services As Needed) TAP (Temporary Assignment Pool) Classification. Under supervision, incumbents are assigned a variety of general clerical duties to fill in for various temporary needs countywide.

DISTINGUISHING FEATURES

This class consists of positions that are filled on a temporary basis through the Alameda County Temporary Assignment Pool (TAP). Human Resource Services will be responsible for placing incumbents on assignments within departments and other agencies. Assignments may vary from a minimum of four hours and generally not exceed 18 months. The Clerical Assistant-SAN (TAP) differs from the Clerk Intermittent series in that the latter functions as an assistant to regular full-time clerical personnel whereas the former performs the full range of duties assigned to a regular county clerical position on a temporary basis.

The Clerical Assistant I-SAN (TAP) is designated as a 75-hour class.

MINIMUM QUALIFICATIONS

In order to be considered for this position, applicants must possess the following:

The equivalent of one year of full-time clerical experience.

All positions must be available to work overtime and be available to work on weekdays, weeknights, weekends and holidays as needed.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

Knowledge of:

• Modern office practices and procedures.
• Basic office automation and computer functions.
• Basic elements of correct English usage, grammar, spelling and punctuation.

Ability to:

• Interpret and apply rules and regulations.

• Communicate effectively orally and in writing.
• Maintain electronic and/or physical files and databases.
• Organize and prioritize.

Selection Plan

Those candidates who possess the minimum requirements will be scheduled, via email, for a skills assessment.  The assessment will consist of Alphabetic and Numeric filing, Proofreading, Basic Math and a Typing portion.  No typing certificates will be accepted.

Those candidates that attain a qualifying rating on the assessment will be scheduled for an interview with the Registrar of Voters Department.
