Registrar of Voters (ROV) Instructors

Alameda County's Temporary Assignment Pool (TAP) Unit and the Alameda County Registrar of Voters are seeking temporary Bi-lingual Poll Worker Instructors in preparation for the upcoming 2016 elections.

About the Alameda County Registrar of Voters 

The Registrar of Voters is responsible for registering voters and conducting Federal, State, County, special and local elections. The Registrar prepares the published notices of elections and lists of offices for which candidates are to be nominated. It is the Registrar's duty to accept and check the nominating petitions of candidates for office; prepare and print official and sample ballots in English, Chinese, Spanish, Tagalog and Vietnamese; mail sample ballots to over 750,000 registered voters; recruit over 5,000 election officers and over 700 polling places; and provide the roster and street index and other supplies for use by the election officers at the polls.

The Registrar of Voters is also required to establish and revise voting precincts, provide for the tabulation of returns on election night, and conduct the official canvass of votes cast. In addition to elections, the Registrar is required to check the signatures on initiative, referendum and recall petitions. Finally, the Registrar is required to provide outreach services to maintain voter registration at the highest level possible. MINIMUM QUALIFICATIONS

In order to be considered for this position, applicants must possess the following:

The equivalent of one year of full-time clerical experience.

All positions must be available to work overtime and be available to work on weekdays, weeknights, weekends and holidays as needed.  

- Candidates for this position must possess a valid Driver's License and a reliable vehicle to use at any time to transport supplies and/or equipment and travel to various county locations as required.

- Teaching, conducting training programs, or giving instructions in a group setting is highly desirable.

Qualified candidates must have the ability to read, write and speak fluently in English and any of the following languages:

  • Spanish
  • Chinese (ideally, fluency in Cantonese and/or Mandarin)
  • Tagalog
  • Vietnamese
  • Khmer
  • Hindi
  • Japanese
  • Korean

KNOWLEDGE AND SKILLS

Knowledge of:

• Modern office practices and procedures.

• Basic office automation and computer functions.

• Basic elements of correct English usage, grammar, spelling and punctuation.

 

Ability to:

• Interpret and apply rules and regulations.

• Follow written and oral instructions.

• Calculate basic mathematical problems.

• Adapt quickly to new work environments.

• Establish and maintain effective relationships with co-workers and the public.

• Communicate effectively orally and in writing.

• Maintain electronic and/or physical files and databases.

• Organize and prioritize.

Selection Plan

Those candidates who possess the minimum requirements will be scheduled, via email, for a skills assessment.  The assessment will consist of Alphabetic and Numeric filing, Proofreading, Basic Math and a Typing portion.  No typing certificates will be accepted.

Those candidates that attain a qualifying rating on the assessment will be scheduled for an interview with the Registrar of Voters Department.
