THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

HEALTH CARE SERVICES AGENCY
Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. Alameda County Health Care Services Agency’s Behavioral Health Care Services (BHCS) is recruiting for two Program Specialists. Each year, over 35,000 individuals receive mental health services and over 8,000 individuals receive substance use services through the BHCS System, with the bulk of these publically-funded services provided through contracts with Community-Based Organizations (CBOs). Each of these positions will act as a contract manager with assigned CBO providers of mental health and/or substance use disorder services, and will:
· Provide a lead role and oversight in developing contracts, contract amendments, board letters, and requests
for proposals (RFPs), in collaboration with clinical and fiscal leads.
· Analyze and make recommendations around provider requests for contract changes;
· Negotiate contracts and contract changes with service providers in a timely manner.
· Use data to monitor and evaluate assigned contracts, and follow up on programmatic issues.
· Research, recommend and facilitate implementation of procedural and operational changes to
maximize service delivery and revenue reimbursement.
· Compile and maintain accurate records and files regarding program activities.
· Prepare periodic and special statistical or narrative reports as required.
SOCIAL SERVICES AGENCY
The Alameda County Social Services Agency (ACSSA) is comprised of 2,400 men and women working collectively and in partnership with community-based organizations to serve the needs of the community. Services are provided through five departments: Agency Administration and Finance, Adult and Aging, Children and Family Services, Workforce and Benefit Administration and Policy Office.
The Agency assists approximately 11.3 percent of Alameda County's residents. Benefit programs contribute over $278 million to the local economy through cash assistance and CalFresh (formerly known as Food Stamps). Every month, more than 52,000 people receive CalWORKs (assistance for families with children), CalFresh and General Assistance. Every month health insurance is made available to more than 78,000 people through the Medi-Cal program. More than 11,000 frail, elderly and disabled individuals receive in-home care, adult protection and support managing their affairs monthly and 16,000 seniors will receive services through the Area Agency on Aging throughout the year. Three thousand and seven hundred children are in foster care. More than 1,600 reports of child abuse or neglect are filed with ACSSA each month. Emergency shelter is made available to 415 people nightly.

The successful candidate will have experience analyzing changes in regulations for programs administered in the area of; CalWORKs, CalFresh, Medi-Cal, General Assistance, Refugee Cash Assistance, Child Care and Foster Care. THE POSITION
Under direction, to provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community-based organizations (CBO's), contract service providers and/or County staff in a wide variety of service areas; to act as County liaison with service providers and funding sources and ensure that program regulations and procedures are followed; and to do related work as required.
IDEAL CANDIDATE
In addition to meeting the minimum qualifications, the ideal candidate will possess a high level of technical programmatic knowledge and experience conducting needs assessments for program planning and evaluation purposes. · Identify programmatic and operational problems, investigate and evaluate alternatives and

· Interpret, explain and apply complex regulations, policies and procedures.
· Prepare clear, accurate and effective reports, correspondence, policies, informational brochures
and other written materials.
· Represent the department and the County in meetings with others and make effective
presentations to diverse groups.
· Organize and prioritize work and meet critical deadlines.
· Maintain accurate records and files.
· Exercise sound independent judgment within established policies and guidelines.
· Establish and maintain effective working relationships with those contacted in the course of the
work.
THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
