THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Current employment and completion by 4/14/15 or the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court). A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

The Position
Incumbents of this classification, under the supervision of a Personnel Services Manager, lead (direct, prioritize, coordinate, and review the work of) Human Resources Analysts, Human Resource Technicians and ; develop and conduct classification / compensation studies and surveys; make recommendations and implement based upon results; recruit qualified applicants and develop, analyze, validate, administer and rate written and oral examinations; assist and provide technical advice in the administration of the personnel management program of a County agency or department; and does related work as required.

The Ideal Candidate:
In addition to meeting the established minimum qualifications, the ideal candidate for the Human Resources Analyst III position will have proven experience analyzing a wide array of classifications and salaries, and have extensive experience evaluating usage, service, validity and effectiveness of various recruitment and selection activities and trends.  

Successful candidates will possess the following critical attributes:

Incumbents are tasked with:
• Provides consultative services to staff on matters including classification, recruitment and selection, competency analysis, and guidance on routine and complex matters. 
• Provides training and guidance to staff in the delivery of services to operating departments of the County. 
• Prepares and writes job bulletins and plan recruitment strategies for a variety of positions.  • • • • Develops and administers all types of employment exams and rating guidelines. 
• Prepares detailed narrative and technical reports and conduct classification and compensation studies. 
• Compiles and analyzes information and make sound recommendations. 
• Establish and maintain effective working relationships with staff, applicants, and others. 
• Serve as an effective project manager on multiple projects, monitor project budgets and prepare cost estimates. 
• May also assist in providing content for proposals, estimating hours needed, and input on project approach.  

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of two years of full time experience in the class of Human Resources Analyst II in Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority and the Consolidates Courts.)

Or II
Education:

Possession of a Bachelor’s degree from an accredited college or university in a relevant field.

AND
Experience:

The equivalent of 3 years full time experience in a professional level personnel work, one year which must have been in a lead capacity, involving position classification and salary administration and / or recruitment, preparation, validation, and administration of examinations for a variety of occupations, requiring the use of the knowledge and abilities described in this specification. (The equivalent of four additional years of full time experience may be substituted for the degree on a year-for-year basis.) Experience conducting the meet and confer process related to classification matters is highly desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

• Federal, State and local guidelines relating to the hiring process and other areas of personnel related activities.
• Principles of classification structures, concepts and of audit techniques and methods.
• Policies and practices of employee compensation and wage administration.
• Policies and practices of public personnel administration.
• Principles, methods, and techniques of conducting compensation surveys.
• Employee relations issues that impact classification and compensation and wage administration.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2)An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
