DESCRIPTION

As part of the County Budget team located in the County Administrator’s Office, you will assemble, analyze and use financial data to help formulate the County’s nearly $3 billion annual budget.   Using your technical skills, business acumen and creativity, you will help senior County officials quickly and accurately assess how critical services are being funded. Previous experience managing finance systems projects, with emphasis on assessment and analysis of budgets with many moving and shifting parts will have equipped you well for this role. You’ll be involved in the County budget from inception to delivery each year, ensuring that your reporting delivers high-quality and relevant data to intelligently manage provision of essential services to the community

You will report to the Chief Budget Officer and work with high-performing teams in Budget, Finance and individual County operating departments to play a core role providing technical, analytical and reporting solutions in support of the County’s key functions. You will play a key role in the assessment and analyses of County departments’ annual and mid-year budget requests and changes and make appropriate recommendations to the County Administrator.

You have good knowledge of budgeting processes and have the personal skills, creativity and drive to help shape a budget that reflects the values and goals of senior County leadership. You will work with the County Administrator’s office and operating departments in understanding their evolving requirements to deliver practical but innovative solutions to budget challenges.

Key Responsibilities:

  • Research and analyze data, provide recommendations on policy, administrative, organizational, fiscal and operating issues, challenges and impacts.
  • Prepare written and verbal reports and presentations summarizing data and recommendations.
  • Represent the County Administrator's Office in dealing with the County Board of Supervisors, operating departments, community groups and the public.  

The Ideal Candidate:
The ideal candidate will have a background in administrative and fiscal analysis, and demonstrated experience in budgeting as well as strong analytical, written and oral communication skills.  Successful candidates will possess a demonstrated track record of providing high quality reports and analysis that synthesize and interpret data from a variety of sources.

MINIMUM QUALIFICATIONS

Preferred qualifications:

  • MPA/MBA or other post-graduate degree.
  • Experience managing budgets. 
  • Genuine excitement and passion for developing and analyzing large, complex budget data and converting it into the information/insights that drive decisions at all levels of the organization.
  • Exceptional communication and interpersonal skills; comfort and experience with regularly presenting to senior management.
  • Problem-solving and analytical skills combined with demonstrated ability to multi-task and apply initiative and creativity on challenging projects.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:
1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 
3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
