THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.
The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by 7/21/2015. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

THE AGENCY
The Community Development Agency's mission is to enhance the quality-of-life of County residents and plan for the future well-being of the County's diverse communities; to balance the physical, economic, and social needs of County residents through land use planning, environmental management, neighborhood improvement, and community development; and to promote and protect agriculture, the environment, economic vitality and human health.
THE POSITION
The Adminstrative Services Officer reports to the Director of Operations, Community Development Agency, and is responsible, under administrative direction, to manage and oversee various administrative service staff and functions at an agency or departmental level; to serve in a consultative role to management in addressing and resolving administrative, programmatic and policy matters; to facilitate the implementation of a wide variety of programs and projects; and to do related work as required.
The eligible list created by this recruitment may be used to fill this current vacancy and any that arise county-wide.
IDEAL CANDIDATE
In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:
-Experience in managing the linkages between finance and human resources through position control and staffing budgetary restrictions.
-An astute understanding of the business environment (public vs. private), possessing the skills necessary for identifying, navigating and successfully interacting within the dynamics of the organization while maintaining sensitivity to the competing needs of a wide variety of internal and external stakeholders.
-Ability to assist and advise all supervisors on all employee relations matters (i.e., discipline, coaching and developing, evaluations, performance improvement plans, etc.) and work with Labor Unions to resolve appropriate personnel issues.
-Human Resources experience related to workforce development and training; disability programs, i.e., FMLA, worker's compensation, and reasonable accommodation; ability to interpret laws, rules, and regulations.
-Be a leader who aligns the organization's vision, mission and values and who manages work groups by aspiring, advising and appropriately delegating work to subordinates, facilitating goal accomplishment and tracking and evaluating performance to ensure success.
-Strong collaborator with excellent communication skills both orally and in writing.
-Ability to identify and understand complex problems and concepts, apply logical thinking and quantitative methods of gathering and analyzing information, make decisions and exercise good judgment based on available data, design solutions to problems, formulate and articulate action plan proactively and collaboratively.
-An advanced user of computer applications who champions technology and adapts to the latest trends.
The most suitably qualified candidates will possess the following competencies:
Knowledge of:

· Public personnel, purchasing and contract administration practices.

· Plan, supervise, review and evaluate the work of others, either directly or through subordinate supervision.
· Plan and conduct complex administrative and operational studies.
· Research, compile and summarize varied information, evaluate alternatives and each sound conclusions.
· Interpret, explain and apply complex policies, regulations and procedures.
· Prepare clear and accurate reports, correspondence, procedures, policies and other written materials.
· Represent the department and the County in meetings with others.
· Organize and prioritize work and meet critical deadlines.
· Exercise sound independent judgment within established policies and guidelines.
· Establish and maintain effective working relationships with those contacted in the course of the work.
Licenses:
Specified positions may require possession of a valid California driver's license.
THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. The oral interview will serve as the Hiring interview. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION. We reserve the right to make changes to the announced examination components.
