DESCRIPTION

THE AGENCY
Alameda County's General Services Agency (GSA) supports a wide range of activities including capital project management, procurement and contract administration, design and construction management, sustainability, energy management, environmental and hazardous materials management, sustainability programs, medical facilities construction, property and salvage and related professional engineering services, building maintenance, real estate services, portfolio management, transportation services, as well as other Countywide support services.

THE DEPARTMENT
The current vacancy for this position is located in GSA’s Technical Services Department. The Technical Services Department is responsible for cost effective, timely, management of Capital Construction projects with an annual budget of more than $500 million, including medical facilities construction management.  The Technical Services Department is also responsible for energy management, environmental and hazardous materials management, sustainability, and property and salvage.

THE POSITION
Under administrative direction of the Director or the Assistant Director of the General Services Agency, the Deputy Director, GSA plans, organizes, coordinates and directs the operation of the Technical Services Department of the General Services Agency. Additionally, the Deputy Director for the Technical Services Department is responsible for architectural and construction services, energy management, environmental and hazardous materials management, medical facilities construction, property and salvage and related professional engineering services for all County buildings and building systems.

IDEAL CANDIDATE
In addition to meeting the minimum qualifications, the successful candidate for the position of Deputy Director, GSA-TSD will have strong analytical, written and oral communication skills and will:

  • Be able to plan, organize, coordinate, direct and manage, on-time and on-budget, complex construction projects through subordinates
  • Possess strong political acumen
  • Have a proven track record in coordination and collaboration, both internally and with multiple stakeholders in the County, to deliver projects on-time and within budget

  • Be a sound decision maker with the ability and experience to identify and understand complex issues, problems, concepts, and opportunities; apply logical thinking and quantitative methods of gathering and analyzing information and exercise good judgment based on available data; design solutions to problems; formulate and articulate action plans proactively and collaboratively
  • Be a strategic thinker with the ability to instill a culture of innovation and high standards
  • Able to lead, direct, and manage organizational change

MINIMUM QUALIFICATIONS

Either I

The equivalent of two years of full-time experience in the class of Design and Construction Manager, Medical Facilities Development Program Manager, Sustainability Program Manager, Energy Program Manager or Environmental Program Manager in the Alameda County classified service.

Or II

Education:

Possession of a Bachelor’s degree from an accredited college or university.

And
Experience:

The equivalent of ten years of full-time increasingly responsible managerial experience that included at least three years of responsible supervisory and administrative experience directing design, construction, installation or maintenance of a large variety of commercial and institutional facilities involving energy efficiency equipment, multi-faceted environmental risk assessment or complex remediation issues, which include budget preparation, and program management.

Substitution:
Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may be substituted for six (6) months of the required experience in either pattern I or II above.

Possession of a Master’s degree from an accredited college or university may be substituted for two (2) years of the required, non-supervisory, experience in pattern II above.

License:

Possession of a valid California Motor Vehicle Operator's license.

For Deputy Director, Technical Services only:

Current Certification as a Registered Professional Engineer in the State of California in either Civil, Electrical or Mechanical Engineering; current Certification as a Registered Architect in the State of California; or Certification as a Registered Environmental Assessor in the State of California is highly desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

The examination will consist of the following steps: A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process; review of candidates' Supplemental Questionnaires to select the best qualified applicants to continue in the process. Those candidates scoring highest on the screening for best qualified will move on to the next step in the examination process, an oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.
