Introduction

YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY

THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by 2/29/16.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Postmarks are not accepted.  Applications will only be accepted on-line.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. DESCRIPTION

The Alameda County  Treasurer- Tax Department and Social Services Agency are recruiting for a vacancy in their Departments.  However, the eligible list created by this recruitment may be used to fill these current vacancies and any that arise county-wide.

THE POSITION

Under direction, to perform varied and complex professional accounting work; to prepare analytical, narrative, statistical, and accounting reports; and to perform other related duties as required.

 

IDEAL CANDIDATE

In addition to meeting the minimum qualifications stated below the ideal candidate will have demonstrated a track record of success in the following areas:

-Demonstrated expertise in preparing financial statements and audit reports, bank and account reconciliation, inventory management, and financial analysis review and report writing.

-Accurately complete assignments and tasks, while paying attention to detail and processes.

-Consistently manage time and resources to appropriately prioritize and complete goals and objectives.

-Maintains effectiveness while experiencing major changes in work responsibilities or environment; and the ability to adjust within new structures, processes, requirements or cultures.

-Initiative to learn and apply accounting processes and procedures to keep step with advancing accounting methods and computer technology.

-Strong knowledge of general, non-profit, governmental accounting, auditing principles and practices.

-Advanced accounting software experience with programs such as: Excel, QuickBooks, and Peoplesoft.

-Ability to establish and maintain an effective process to monitor, collect and review information while vigilantly managing quality to ensure freedom from errors.

 

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of full-time experience in the class of Accountant-Auditor in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years full-time increasingly responsible professional accounting, auditing or administrative experience which included significant accounting/fiscal duties and responsibilities.

Or III
Education:

Possession of a Bachelor's degree from an accredited college or university with specialization in accounting, finance or other closely related field,
AND
Experience:

The equivalent of one year of full-time professional accounting or auditing experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
· General and governmental accounting and auditing principles, theory, and procedures.
· Business office practices.
· Working knowledge of computer spreadsheet and word processing applications.

Ability to:
· Interpret and apply business and governmental laws and regulations.
· Prepare comprehensive, clear, and concise accounting and statistical reports.
· Operate standard office equipment.
· Read and interpret financial reports.
· Work independently.
· Exercise judgment.
· Communicate effectively in writing.
· Communicate effectively orally.
· Learn specific accounting information systems.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. 2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a written examination which will be qualifying only. 3) Those candidates scoring highest on the written exam will move on to the next step in the examination process, an oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.
