 Current employment and completion by 01/30/2015, of the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Hospital Authority, and the Consolidated Courts). A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments. DESCRIPTION

THE POSITION

Under general direction, Captains command and administer a substation, bureau, detention facility, single contract law enforcement services unit or multiple contract law enforcement services units, the support services unit, the Office of Emergency Services, the Regional Training Center, Court Services, or to serve as an administrative captain assigned to the Sheriff/Undersheriff, or to provide agency-wide oversight and administration during hours and days of the week when the Sheriff, Undersheriff, Assistant Sheriff’s, Commanders and Captains are not regularly scheduled to work and to do related work as required.

Captains are responsible for the command and administration of major line and staff sub-divisions. It is the operational size or the scope/diversity/responsibility of these assignments that distinguishes the Captains from Lieutenants, who exercise administrative authority in more circumscribed units or functional areas. Furthermore, Captains are expected to advise in the formation and development of department policy. The positions in the next higher class, Division Commander, are charged with the direction of all aspects of a large and complex division such as detention and correction facilities, criminal law enforcement and investigation, civil process and court operations, and emergency services. Captains may assume these duties in the absence of the Division Commander.

MINIMUM QUALIFICATIONS

To qualify for this position, candidates must have the following experience:

The equivalent of one year of full time experience in the class of Lieutenant in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

License: Possession of a valid California Motor Vehicle Operator's license.

Desirable Qualifications:

Possession of a California Peace Officer's Standards and Training Supervisory and Management Certificates.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

EXAMINATION COMPONENTS

Review for Minimum Qualifications: Completed by Monday, February 9, 2015

During this time, your application will be reviewed to ensure that you meet the minimum qualifications as stated above. All candidates will receive an email notification regarding the results of the application review by the end of the following week, no later than Wednesday, February 11, 2015.

Assessment Center / Oral Examination

Those candidates who possess the minimum requirements for the position will be invited to an assessment center which will consist of the following:

  • A written examination, consisting of short answer and essay questions, which will comprise of 33% of the final score.
  • An in-basket exercise, which will comprise of 33% of the final overall score.
  • An oral examination, which will comprise of 34% of the final score.

During the interview examination, you will be asked to provide examples of past work experiences that highlight the job-related core competencies that successful incumbents of the position possess. This type of interviewing is called behavioral-based interviewing and is the best predictor of future job success. Your interview examination may include a situational exercise where you may have to perform mock job duties to prove your level of competency.

Candidates planning on participating in the Captain's Promotional Examination process may assist in their preparation for such examination by reviewing the following information/written material: Alameda County Sheriff's Office (ACSO) training bulletins, ACSO General Orders Manual, ACSO Rules and Regulations Manual, California Peace Officer's Legal Sourcebook (published by the California State Attorney General's Office), ACSO Strategic Plan, Alameda County Deputy Sheriff's Association Memorandum of Understanding, Strategic Leadership Succession Plan, the Services Employees International Union Memorandum of Understanding, and the Alameda County Management Employees Association Memorandum of Understanding.



CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
