Introduction

THE ALAMEDA COUNTY FIRE DEPARTMENT (ACFD) provides all-risk emergency services to the unincorporated areas of Alameda County (excluding Fairview), the cities of San Leandro, Dublin, Newark, Union City and Emeryville, the Lawrence Berkeley National Laboratory and the Lawrence Livermore National Laboratory. With 4 Battalions, 30 Fire Stations, 26 Engine Companies, 7 Ladder Truck Companies and 1 Heavy Rescue serving a population of 394,000, the ACFD serves densely populated urban areas, waterways, industrialized centers, extensive urban interface, agricultural and wildland regions. Over 450 personnel and 100 Reserve Firefighters provide a wide variety of services to an ever expanding, dynamic and diverse community of roughly 508 square miles. These services include:

  • Fire Suppression

ACFD is also responsible for the administration and operation of the Alameda County Regional Emergency Communications Center (ACRECC). The dispatch center provides dispatch and communication center services for the ACFD, the Alameda County Emergency Medical Services Agency, Camp Parks RFTA, and the cities of Alameda, Fremont, Livermore and Pleasanton.

DESCRIPTION

Under administrative direction, assists the Fire Chief in the overall administration and operation of the Fire Department; acts in the absence of the Fire Chief; participates in departmental policy formulating and general planning; performs related duties as required.

DISTINGUISHING FEATURES

The Deputy Fire Chief is the second highest executive management position within the Fire Department and is responsible for overseeing multiple Divisions of the Agency. The incumbent is responsible for providing direct administrative support in the areas of organizational policy and program development.

This class differs from the next higher class of Fire Chief in that the latter has primary responsibility for the administration and operation of the department. It is further distinguished from that of the next lower class of Division Chief in that the latter is primarily the shift commander over a Fire Battalion and overseeing a department division or administrative assignment.

MINIMUM QUALIFICATIONS

- Education:

Minimum of Associate of Arts Degree with Bachelor’s Degree preferred.

And

- Experience:

Current appointment as a Division Chief or the equivalent of one year experience as a
Battalion Chief.

- Special Requirements:

Is subject to emergency recall while off duty.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

- Knowledge of:

• Modern principles, practices and techniques of fire department administration, organization, and operation.
• Laws, ordinances, and regulations which govern a fire department and California fire district.
• Methods, techniques and equipment used in modern firefighting and of fire apparatus and equipment, first aid, and fire inspection and prevention.
• Principles, practices, procedures and equipment used in fighting fires saving lives and property.
• Operation and maintenance of fire and rescue apparatus and equipment coupled with the ability to supervise its effective application and use.
• Proper and effective use of officers and equipment in field tactics.
• Current trends regarding firefighting, fire administration, and fire prevention activities.
• Major fire hazards, the water supply, geography and building conditions of the district.
• Types of building construction and the building code of the district.
• Principles of public administration, including personnel administration, budgetary control, purchasing and financing.
• Principles and practices of supervision and leadership.
• Modern principles of supervision and leadership.
• Modern administrative, project management and budgetary principles and techniques.

- Ability to:

EXAMINATION COMPONENTS

The examination will consist of the following steps:

 

1.      A review of the candidates’ applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

 

2.      An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.
