DESCRIPTION

THE AGENCY

 

THE ALAMEDA COUNTY FIRE DEPARTMENT (ACFD) provides all-risk emergency services to the unincorporated areas of Alameda County (excluding Fairview), the cities of San Leandro, Dublin, Newark, Union City and Emeryville, the Lawrence Berkeley National Laboratory, and the Lawrence Livermore National Laboratory. With 4 Battalions, 30 Fire Stations, 26 Engine Companies, 7 Ladder Truck Companies and 1 Heavy Rescue serving a population of 394,000, the ACFD serves densely populated urban areas, waterways, industrialized centers, extensive urban interface, agricultural and wildland regions. Over 450 personnel and 100 Reserve Firefighters provide a wide variety of services to an ever expanding, dynamic and diverse community of roughly 508 square miles. These services include:

-Water Rescue Community Outreach & Education

-Disaster Preparedness

-Fire Prevention and Code Compliance

-Regional Dispatch

 

ACFD is also responsible for the administration and operation of the Alameda County Regional Emergency Communications Center (ACRECC). The dispatch center provides dispatch and communication center services for the ACFD, the Alameda County Emergency Medical Services Agency, Camp Parks RFTA, and the cities of Alameda, Fremont, Livermore, and Pleasanton.

THE POSITION

 

Under the direction of the Division Chief/Fire Marshal in charge of the Fire Prevention Bureau, administers the day to day operation of a specific jurisdictions’ Fire Prevention Bureau; supervises Fire Inspectors and/or Fire Code Compliance Officers assigned to their bureau; routinely reviews and approves plans for new and existing buildings; assists the Fire Marshal as a liaison to other County/City Departments, developers, and the public on fire and life safety issues; assists the Fire Marshal to develop and revise local codes and ordinances; performs on-site inspections to insure compliance with codes and ordinances; conducts fire investigations and performs related duties as required.

 



MINIMUM QUALIFICATIONS

Either I

Experience:

Two years of experience in the class of Fire Captain in the Alameda County Fire Department. (NOTE: Specialized training or education in the field of fire investigation, arson investigation or fire prevention may be substituted for one year of required experience.)

 

Or II

Five years experience performing fire prevention duties including fire investigations and plan checking.

 

Special Requirement:

Incumbent is subject to emergency recall while off duty.

 

License:

Possession of a valid California Motor Vehicle Operator’s license and be able to receive a certificate of completion in conformance with the 832 PC (Penal Code) requirements; as a minimum, standard Red Cross First Aid and Cardio Pulmonary Resuscitation certificates and any other licenses which may be required by departmental policy, rules and regulations and/or Memorandum of Understanding prior to the completion of the probationary period.

 

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Modern techniques of fire prevention and suppression
• Fire and life safety systems
• Relevant building codes and ordinances
• Building construction
• Local, state and federal laws relative to fire department regulated activities
• Fire cause and origin determination
• Practices, procedures and equipment used in fire suppression
• Principles of modern supervision

Ability to:

• Communicate orally and in writing
• Read and understand pre-construction and construction plans
• Read and understand fire extinguishing system plans and calculations
• Recognize potential fire hazards
• Negotiate and use persuasion techniques to deal effectively with confrontational situations
• Organize and prioritize assignments
• Provide leadership
• Train and develop staff
• Adapt to stressful situations
• Work without direct supervision

EXAMINATION COMPONENTS

The examination will consist of the following steps:

1. A review of the applicant's application to determine qualification for participation in the next step in the examination process; 

2. An oral panel interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
