The scores and dispositions of candidates for this examination will be merged with previous exam participants. If you are currently on the list and you choose to reapply you will forfeit your current rank and score. Your new score/disposition will replace your current score and rank. This recruitment is to fill vacancies within the Alameda County Social Services Agency. 

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be submitted online to the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit responses to the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

Positions of Staff Development Specialist are found in the Social Services Agency, Health Care Services Agency, and the Probation Department. This classification is distinguished from other classes in that these positions require knowledge of needs assessment, curriculum design, classroom delivery, program evaluation, and group facilitation. Staff Development Specialists report to and serve as staff to a Training Supervisor. Staff Development Specialist, performs training and staff development activities in areas including but not limited to management development, automation, clerical, eligibility and social work; to assess training needs, develop programs, and evaluate their effectiveness; and to perform related duties as required.

 The Ideal Candidate will have:

 

• Knowledge of principles and concepts of adult learning theory.
• Exceptional communication skills, both written and oral.
• Effective communication skills particularly with diverse audiences and in a variety of contexts.
• Excellent classroom delivery skills.
• Experience in curriculum design.
• Experience in planning and coordinating training programs.
• Demonstrated ability to conduct needs assessments, program evaluation, and group facilitation.
• Emphasize the operation and application of automated systems and software programs (Microsoft Office Suite).
• Knowledge/experience developing E-Learning Modules using editing software such a Captivate or Camtasia.

 

 

 

 

 

MINIMUM QUALIFICATIONS

In order to participate in the examination process, applicants must qualify through one of the following patterns:

Either Pattern Number One

The equivalent of one year of experience in the classification of Supervising Eligibility Technician or in an equivalent or higher level classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) (Completion of one or more courses of study in methods, principles, practices and techniques of Adult Education is desirable).

Or Pattern Number Two

The equivalent of three years of full-time experience which involved planning, developing, conducting and evaluating adult education and training programs. (A bachelor's degree in teacher education or industrial training or a closely related field may be substituted for two years of the required experience.)

License:

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Principles of adult education and training.
• Teaching methods and procedures.
• Public and community resources and services.
• Provisions of the California Welfare and Institutions Code, the Social Security act and other pertinent legislation in the field of public welfare and social services.
• Operation and application of automated systems and software programs.
• Consultation techniques.

Abilities:

• Prepare and present lesson plans.
• Establish and maintain effective and cooperative relationships with other employees.
• Analyze and evaluate training needs and make appropriate recommendations.
• Evaluate the effectiveness of training activities.
• Facilitate and lead groups.
• Communicate verbally.
• Operation and application of automated systems and software programs.
• Be flexible with multiple projects and priorities at the same time.
• Consultation techniques.

EXAMINATION COMPONENTS

The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
