Introduction

YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY 

THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by 1/4/2016.  A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

ABOUT THE ALAMEDA COUNTY SHERIFF'S OFFICE

The Alameda County Sheriff's Office is a full-service law enforcement agency accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) and the American Correctional Association (ACA). Additionally, the agency's health care provider, Prison Health Services, has dual accreditation through the National Commission on Correctional Health Care (NCCHC) and the California Medical Association (CMA).  Together these form what is referred to as the "Triple Crown" of accreditation (ACA, NCCHC/CMA and CALEA) awarded by the National Sheriff's Association.  Additionally, the Sheriff's Office Crime Lab is nationally accredited by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB).  The Sheriff's Office Explosive Ordinance Disposal Unit has also been awarded national accreditation through the Bomb Squad Commanders Advisory Board.

The Sheriff's Office has a current adjusted net budget of approximately $249 million and has over 1800 authorized positions, including in excess of 1000 sworn personnel. The agency's Chief Executive Officer is Sheriff Gregory J. Ahern, who is assisted in the operation of the agency by Undersheriff Richard T. Lucia, Assistant Sheriffs Brett Keteles and Casey Nice.

The Sheriff of Alameda County is responsible for a vast array of tasks and duties, including the following:

  • Providing security to the Consolidated Superior Courts
  • Operating the Coroner's Bureau
  • Operating a full service criminalistics laboratory
  • Performing Civil Process
  • Operating a County Jail (Santa Rita)
  • Operating the County Office of Emergency Services
  • Providing patrol and investigative services to the unincorporated areas of Alameda County
  • Pursuant to contractual agreements, providing patrol and investigative services to the City of Dublin, Peralta Community College District, Oakland-Alameda County Coliseum complex, Oakland International Airport, Highland County Hospital, Social Services, and to the Alameda-Contra Costa Transit District.
  • Conducting a basic academy pursuant to Police Officer Standards and Training (P.O.S.T.) requirements.
  • Providing Fish and Game enforcement
  • Project Director of the Narcotics Task Force
  • Serving as the Executive Director of the Sexual Assault Felony Enforcement (SAFE) Task Force
  • Operating a Marine Patrol Unit in the San Francisco Bay waters.

 ABOUT THE YOUTH AND FAMILY SERVICES BUREAU

The Youth and Family Services Bureau (YFSB) has a variety of programs to support community members who are facing serious life challenges or who are in contact with the criminal justice system. Their programs offer low and/or free mental health and case management resources to Alameda County residents of all ages.

THE POSITION

Under general direction, this single position classification, supervises, through at least one subordinate supervisor, a staff of mental health professionals and a variety of support staff. The position of Youth and Family Services Manager performs management, administrative and supervisory duties for the clinical functions of the Alameda County Sheriff’s Office Youth and Family Services Bureau. These duties include, but are not limited to, program development and implementation, program monitoring and evaluation, program service coordination, program budget and reimbursement oversight; and perform related duties as assigned.

This is a single position class located in the Youth and Family Services Bureau of the Alameda County Sheriff’s Office. The Bureau functions within a law enforcement environment with the objective of mitigating adult and juvenile crime. The primary focus of responsibility is on overall management and coordination of service delivery and personnel to achieve defined fiscal and programmatic objectives. Incumbents are required to have clinical expertise in the delivery of psychotherapeutic and related services focused on the problems of youth and adult offenders and their families.

The position allocated to the class of Youth and Family Services Manager has primary responsibility for the planning and direction of all clinical aspects of the Sheriff’s Youth and Family Services Bureau.

MINIMUM QUALIFICATIONS

To qualify for this position, candidates must be a current Alameda County employee, as stated in the introduction, and meet the following criteria:

Education:

Possession of a Master’s degree from an accredited college or university in Marriage and Family Therapy Counseling, Marital and Family Therapy, Psychology, Clinical Psychology, Counseling Psychology, Counseling with an emphasis on Marriage, Family and Child Counseling, or a Master’s degree in Nursing or Social Work with an emphasis on Clinical Social Work, or an equivalent degree that meets requirements set by the California Board of Behavioral Sciences for a Marriage and Family Therapist license.

AND

License:

Possession of a valid license in Marriage and Family Therapist Counseling (MFT), clinical Social Work (LCSW) or in Clinical Psychology, issued by the California Board of Behavioral Sciences.

AND

Experience:

One year of full-time (or FTE) experience in the Alameda County classification of Youth and Family Services Supervisor; OR

Two years of full-time (or FTE) post-Master’s degree experience as a psychotherapist or marriage and family therapist counselor in an outpatient facility, hospital or other clinical or agency setting; and two years of full-time (or FTE) experience performing duties comparable to those performed by incumbents in the class of Youth and Family Services Supervisor.

Special Requirements:

Appointees to this class must be certified by the California Board of Behavioral Sciences to provide clinical lead to interns seeking MFT licensure.

Prior to appointment to this class, prospective appointees must pass a comprehensive background investigation conducted by the Alameda County Sheriff’s Office

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2)  A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.   3)  The oral interview which will be weighted at 100% of the candidate's final score and may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.
