Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

HEALTH CARE SERVICES AGENCY
 

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. PUBLIC HEALTH DEPARTMENT 
 

Alameda County Public Health Department has worked for over 80 years to improve the health and safety of its residents and the neighborhoods they live in. Traditional public health concerns such as disease outbreaks, environmental hazards and access to health care have been joined by contemporary concerns: bioterrorism, crime, violence, and substance abuse. Each of these poses a threat to public health and wellness. And each calls for short and long-term solutions that lie well outside traditional public health boundaries

 

THE POSITION

 

Under general supervision  to provide medical social casework, discharge planning and goals for clients in public health programs; participates in client care planning in cooperation with other members of multi-disciplinary health care teams; and perform other related duties as needed.   This is the second level in the medical social work series. Assignments in the Health Care Services Agency require an incumbent to provide a full range of casework, counseling, crisis intervention, discharge and treatment planning and goals, consultative services, and independent judgment in client-care related matters.   Medical Social Worker II's screen and assess referrals for medical social services intervention and develop treatment plans accordingly with other members of the health care team.   Incumbents in the I/II levels report to a Health Care Program Administrator I, Senior Program Specialist, or other management personnel.

VACANCIES

The current vacancies are in the Public Health Department's Division of Communicable Disease Control and Prevention and the Family Health Services Division. 

TB Unit
The Tuberculosis (TB) Medical Social Worker (MSW) II provides medical social casework for persons with suspected and confirmed TB disease, or exposed to tuberculosis disease.  The TB MSW assesses clients’ psychological, behavioral, social, economic and physical needs, analyzes the assessment findings and develops treatment plans, focusing on addressing barriers to timely completion of TB treatment including assisting clients with accessing health care and obtaining needed social services or mental health services.  The TB MSW participates in hospital discharge planning, assists clients adjust to temporary restrictions placed upon them by their disease including home isolation, and provides expert consultation for and collaborates with a multi-disciplinary TB Case Management team.  An essential activity will be developing housing resources for infectious TB clients who are homeless.

Maternal, Paternal,  Child Adolescent Health Unit
The Medical Social Worker II provides a full range of bio-psychosocial assessment, case management, clinical counseling, crisis intervention, information and referral services to perinatal and interconception clients and their families enrolled in the Maternal Health and Prematurity Prevention program. This position coordinates with various entities within the Alameda County Public Health Department as well as the community to maximize health care linkage services to eligible women and their families; provides resource development for eligible populations through inter-agency coordination and provider training; assists in policy and protocol development; quality assurance and implementation of program standards; and performs other related duties as required.

The ideal candidate in addition to having strong technical/professional knowledge will have demonstrated a successful track record in the following competencies:

  • Ability to clearly convey information to individuals or groups in a manner that is culturally competent.  
  • Someone who seeks to understand and promote client and client family needs.

MINIMUM QUALIFICATIONS

Medical Social Worker II

Either I

The equivalent of one year of full-time experience in the class of Medical Social Worker I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, and the Hospital Authority.)

Or II
Education:

Possession of a Master's degree in Social Work or Social Behavioral Science awarded by an accredited college or university,

And
Experience:

The equivalent of two years’ full-time, post-MSW experience as a medical social worker in a hospital or public health setting. Some positions may require pediatric or adult chronic disease experience.

License:

Certain positions may require possession of California Motor Vehicle Operator's license.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process.  3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
