Institutional Supervisor II

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

APPLICATION AND SUPPLEMENTAL QUESTIONNAIRE:

A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resources Services Department by 5:00 p.m. on the Last Day for Filing.  Failure to submit the Supplemental Questionnaire will result in disqualification. Applications will only be accepted on-line.

DESCRIPTION

THE DEPARTMENT:

The Alameda County Probation Department is an essential element of the County’s system of public protection and human services.  The Department’s role is to reduce the impact of crime in the community by providing accurate, comprehensive and timely information and recommendations to the Courts, providing community-based sanctions and treatment for offenders, and working cooperatively with law enforcement agencies and community organizations with similar objectives.  The Department provides a wide range of mandated and discretionary investigative, advisory, and supervisory services to adult and juvenile probationers  pursuant to State law and the County Charter. 

THE POSITION:

County of Alameda Probation Department is seeking to fill the position of Institutional Supervisor II.  The Institutional Supervisor II,  under general supervision, on an assigned shift, is responsible for the operation of detention living units and the operation of Juvenile Hall, the Weekend Training Academy/Restitution or the Home Supervision Electronic Monitoring programs, performs the duties of a shift supervisor in the Camp, is in complete charge of Juvenile Hall on the evening, weekend and holiday shifts, provides functional supervision over Juvenile Institutional Officer I and II's at Camp Sweeney on the midnight and graveyard shifts, and does related work as required.

IDEAL CANDIDATE:

Critical attributes for the success of the Probation Department Institutional Supervisor II include:

  • Strong leadership skills with the ability to create a teamwork environment using best practices of personnel management and establishing effective interpersonal relationships;
  • Strong oral and written effective communication skills;
  • Ability to work with minimal supervision with effective working knowledge of departmental policies and procedures, POBR, the Penal Code, the Welfare and Institutions Code, and  laws and regulations associated with Title 15. detention facilities;
  • Strong knowledge of the departmental booking, assessment and intake processes and the laws associated with intake and juvenile detention;
  • Ability to work with a variety of departmental databases and software systems;
  • Extensive knowledge of the three shift system of the Juvenile Justice Center’s Juvenile Hall and Camp Wilmont Sweeney;
  • Effective decision maker able to choose the appropriate action considering all implications and consequences, commit to action, implement and follow through;
  • The ability to work well with other agencies and staff who partner with Probation to provide services to the youth detained at Juvenile Hall and Camp Wilmont Sweeney.

MINIMUM QUALIFICATIONS

Either I 

- Experience:

The equivalent of one year of full-time experience in the classification of Institutional Supervisor I or the equivalent of two years’ experience in the class of Juvenile Institutional Officer III, or in an equivalent or higher level probation classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

- Experience:

The equivalent of four years of increasingly responsible, full-time experience in a correctional, recreational, and counseling program, two years of which must have been at a level equivalent to a Juvenile Institutional Officer III, or one year at the level of Institutional Supervisor I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

- License:

Possession of a valid California Motor Vehicle Operator's license. May be required to obtain a Class II driver's license.

A good driving record according to DMV negligent operator guidelines.

- Special Requirements:

Person appointed to positions in this classification in the Probation Department must meet the minimum standards for Peace Officer (Sec. 1031 Government Code), which includes being a U.S. citizen, or a permanent resident alien who is eligible for, and has applied for, citizenship.

Applicants must be at least 21 years of age at the time of appointment.

Any felony conviction is disqualifying.

- Physical Abilities:

Binocular vision is required. Candidates must have uncorrected visual acuity of least 20/200 in each eye and corrected visual acuity of 20/40 in each eye.

 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

The most suitably qualified candidates will possess the following competencies:

• Community resources principles and techniques of individual and group counseling.
• Ethnic and cultural differences.
• Psychology and behavior patterns of juveniles.
• Physical layout of building and grounds.
• Procedures and policies of Juvenile Hall, Camps, and Juvenile Division.
• Basic mathematics.
• Principles of supervision and personnel management.

• Exercise management control.
• Provide leadership.
• Adapt to stress.
• Demonstrate interpersonal sensitivity.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

 

1.      A review of the candidates’ applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

 

2.      A review of the Supplemental Questionnaire to determine the best qualified; only the most suitably best qualified candidates will be invited to the oral interview process.

 

3.      An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.
