The Workforce Investment Board Director is responsible for developing, planning, and implementing effective workforce development strategies for all job training and workforce programs under the Workforce Investment Act (WIA) and related programs operated by the Alameda County Social Services Agency.

The Workforce Investment Board Director position is located within the Alameda County Social Services Agency’s Workforce Investment Board Department and is supervised by the Alameda County Workforce Investment Board and the Social Services Agency Director or a designee.

The Alameda County Workforce Investment Board (ACWIB) is responsible for planning and implementing the provisions of Title I of the Workforce Investment Act (WIA) which include maintaining a workforce system that is flexible, seamless, and responsive to the needs of both job seekers and employers. Alongside its' legislated functions it should play a leadership role in informing human capital policy and service delivery beyond WIA in their respective jurisdictions.

The ACWIB has a business majority and is composed of business, civic, education, labor, and other community leaders and is appointed by the Alameda County Board of Supervisors. The Chair is elected from among the private sector members. ACWIB represents all of Alameda County outside of Oakland which has its own workforce Investment Board.

MINIMUM QUALIFICATIONS

All candidates must meet the meet the minimum qualifications by qualifying by Pattern Number I

Possession of a bachelor's degree in Public Administration, Management or related field in the Social Sciences.

And

The equivalent of four years’ demonstrated and increasingly responsible supervisory and management experience in the field of workforce development or job training programs, including WIA.

Or Pattern II

The equivalent of eight years’ full-time, increasingly responsible managerial or administrative experience, which involved supervision of a major staff support function or program division at the level of Administrative Services Officer or an equivalent or higher level administrative class.

NOTE: The Civil Service Commission may modify the above minimum Qualifications in the announcement of an examination.

 

KNOWLEDGE AND SKILLS

Knowledge of:

• Principles, methods and techniques of administration, including the organization and management of human services and institutional administration.
• Laws, codes and statutes relating to the functions and duties of administering aWIB.
• Social, economic and psychological factors that impact workforce development.
• Labor market forces and trends relating to employment and the readjustment and transition services to dislocated workers.
• Principles and techniques of budget, personnel, contract administration and management.
• Human resource planning and staffing.
• Policy development and implementation.
• Support to large-scale policy boards and committees.
• Principles of team building, planning and facilitation.
• Dispute resolution.
• Development and maintenance of effective relationships with elected officials and local, state, and federal officials.

Ability to:

• Plan and supervise the work of professional and technical staff.
• Plan, organize, direct and evaluate employment and training programs.
• Analyze situations accurately and adopt an effective course of action.
• Write effectively and speak before professional and public groups.
• Prepare budget estimates (data/analytical) and reports to policy board, local elected officials, and state and federal officials.
• Work effectively with elected and public officials.
• Interpersonal and business sensitivity.
• Communicate effectively with advisory bodies, funders, business leaders, economic development officials, job seekers, and dislocated workers.

EXAMINATION COMPONENTS

Alameda County utilizes a Civil Service Selection System founded on merit.  Such a system is competitive and based on broad recruitment efforts and equal opportunity for qualified applicants to test in an examination process designed to determine the qualifications, fitness and ability of competitors to perform duties of the vacant position.  Many of our recruitments are targeted and specific to the needs of a current vacant position, in which case, the eligible list may be exclusively used for that current vacant position.  Other recruitments many be more broadly used for both current and future vacancies, or for other alternate jobs with comparable scopes of work.

The examination will consist of the following steps:

A review of candidates' application to verify possession of minimum requirements.  Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

A review of the supplemental questionnaire to determine the best qualified.

An oral interview which will be weighted as 100% of the candidates' final examination score.  The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
