Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.  Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

HEALTH CARE SERVICES AGENCY

Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Behavioral Health Care, Public Health, Environmental Health, and Agency Administration/Indigent Health. The ultimate mission of the Health Care Services Agency is to provide fully integrated health care services through a comprehensive network of public and private partnerships that ensure optimal health and well-being and respect the diversity of all residents. Health Care Services Agency currently has multiple career opportunities for experienced professionals to become part of a service delivery team dedicated to the optimal health and well being of Alameda County residents. 

PUBLIC HEALTH DEPARTMENT

The Public Health Department has an array of programs and services designed to protect the health and safety of County residents. The backbone of Public Health includes assessments of the health status of residents, disease prevention and control, community mobilization and outreach, policy development, education, and assurance of access to quality medical and health care services.  The following 10 essential services are provided by the Public Health Department to the residents of Alameda County.

 3.   Inform, educate and empower residents about health issues.
 4.   Mobilize community partnerships.
 5.   Develop policies that support individual and community health.

 9.   Evaluate the effectiveness, accessibility, quality of personal and population-based services.
10.  Research innovative solutions to health problems.

THE POSITION

Under general supervision, Registered Nurse III's (PHN Option) act as lead nurses providing consultation and assistance in the oversight of Registered Nurses I/II and a multidisciplinary staff within a program; plan, implement, monitor and evaluate the delivery of nursing care services to both the individual and communities; assist in the management of a program/project; and perform related duties as required.

DISTINGUISHING FEATURES

These positions are located in the Health Care Services Agency, Social Services Agency and Community Development Agency.  Registered Nurse III's are assigned lead responsibility for Registered Nurses and multi-disciplinary staff on an assigned team and/or unit and assist in the management of a program/project. This class is distinguished from the lower class of Registered Nurse I/II in that the latter provides a variety of nursing care services, case management, treatment plan, teaching, counseling and referral to clients and families. This class is further distinguished from the next higher class of Registered Nurse IV in that the latter has primary, supervisory responsibilities for a public health nursing team and the assigned specialized program(s)/project(s).

EXISTING VACANCIES

Immediate vacancies for this position are described in more detail below; however, please note that the eligible list resulting from this recruitment and selection process may be utilized for other future vacancies which may arise throughout Alameda County within the next year for this and other County Departments with related needs. 

California Children's Services (CCS) - CCS provides medical case management and care coordination to low-income children under 21 years of age with chronic and disabling medical conditions. CCS can help arrange and pay for hospital stays and doctor visits, medical equipment, medication, and other services. CCS strives to ensure that children receive appropriate and comprehensive care.  This opportunity is ideal for someone who has medical case management experience and is passionate about connecting children with chronic and disabling medical conditions to appropriate resources.  This person is comfortable working within a multidisciplinary team, shows initiative and exhibits strong leadership qualities.

IDEAL CANDIDATES

In addition to the minimum qualifications and knowledge and skills listed below, the ideal candidate for this position will be a certified Public Health Nurse well prepared for advancement as a lead nurse, with considerable experience with the delivery of nursing care and case management services preferably within a Public Health Care setting; and will interact and relate well with others within an environment that embraces diverse cultures, interpersonal styles, abilities, motivations, and backgrounds.

MINIMUM QUALIFICATIONS

These are minimum professional requirements for the position of Registered Nurse III (PHN Option)

Either Pattern I

Experience:  The equivalent of two years of full-time, recent experience within the last 5 years as a Registered Nurse II working for the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.)

 
Or Pattern II

Experience:  The equivalent of three years of full-time, recent nursing experience within the past 5 years, at a level of or higher than the class of Registered Nurse II in a clinical and/or public health setting.

AND

License/Certificate:  Possession of a current and valid license to practice as a Registered Nurse in the State of California.  Some positions may require a valid California Motor Vehicle Operator's license.

PHN Option Specialty Designation:  This position has been designated with a PHN Option which requires possession of a current and valid Public Health Nursing (PHN) Certificate.

Special Requirements:

1. In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.

2. In Compliance with Medicare regulations, employees in this classification are required to complete the "Medicare Enrollment Process for Physicians and non-Physician Practitioners" through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day on the job. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a Best Qualification screening  (which is qualifying only) to determine who is amongst the most suitably qualified candidates.  Only those candidates evaluated as the best and most suitably qualified will move on to the next step in the examination process, a panel interview which may contain situational exercises and will be weighted as 100% of the candidate's final examination score.  Meeting the minimum qualifications for the position does not guarantee advancement to the panel interview process; only the most suitably and best qualified candidates will be invited to participate.
