Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

BEHAVIORAL HEALTH CARE SERVICES (BHCS)

Behavioral Health Care Services provides a full range of accessible alcohol and  drug and mental health services throughout Alameda County.  Services are provided directly by county staff, private providers, and through contract with community-based organizations. Our network of services currently consists of over 600 individual practitioners, more than 200 community-based agencies, 20 hospitals and other institutions.  Services are available in all languages and are provided by a multicultural and multidisciplinary panel of service providers, many of whom have developed specialties that meet the often unique needs of our diverse clientele.

BHCS MISSION

The mission of Behavioral Health Care Services is to maximize the recovery, resilience and wellness  of all eligible Alameda County residents who are developing or experiencing a serious mental health, alcohol or drug concern.  Through a network of community-based and county providers, we provide prevention, treatment, and rehabilitation services to:

  • Promote recovery and resilience;
  • Minimize services delivered in restrictive environments;
  • Stabilize and manage symptoms and behaviors that are problematic for clients whether psychiatric in nature or related to substance use or abuse;
  • Support clients in the least restrictive environment of their choice;
  • Reduce the long-term adverse impacts on individuals, families and the community resulting form untreated severe emotional disorders, serious mental illness, and substance abuse;
  • Reduce illness, death, disability, and the cost to society resulting from these conditions and;
  • Provide crisis and recovery services following major disasters.

THE POSITION

Under administrative direction, to plan, organize, direct and evaluate all operations of Behavioral Health Care Services including age based systems of care: Children’s, Transitional Age Youth, Adults, Older Adults, Substance Use Disorders, Primary Care Behavioral Health Integration, Family/Consumer Relations, and Criminal Justice Mental Health Services through subordinate administrative staff; to integrate and develop continuity of care across operational units; to act as the Director, Behavioral Health Care Services in his/her absence or as designated; and to perform related duties as required.  This single position class reports to the Director, Behavioral Health Care Services who has overall planning, administrative and policy development responsibilities, whereas the Deputy Director serves as the Chief Operations Officer to the Director in the formulation and evaluation of programs, policies and procedures.

MINIMUM QUALIFICATIONS

The minimum professional requirements for admission to the competitive assessment process include:

Education:  Possession of a Master’s degree from an accredited college or university in psychology, social work, nursing, behavioral science, public administration, health care administration or a closely related field; and 

Experience:  The equivalent of five years of full-time progressively responsible, post-graduate professional experience, including some combination of clinical, training, research and administrative functions such as planning, evaluation, and/or program or policy development. Two years of the above experience must include supervision of subordinate supervisory staff in a mental health or behavioral health care setting; and

License:  Possession of a valid California Driver’s License.  

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Behavioral Health management, policy and system design.
  • Program planning and evaluation techniques, including research methodologies, forecasting and statistical analysis.
  • Management principles and practices, including work planning, employee supervision and resource allocation.
  • Federal, State and local regulations as they relate to behavioral health care services.
  • Current trends in behavioral health care administration and service delivery.
  • Functions and operations of related agencies and community organizations.
  • Clinical standards of practice and licensure requirements.
  • Budgetary, financial management, quality improvement, auditing and contract administration practices.
  • Public sector rules, regulations, policies, economic and social trends that may affect the organization.
  • Computer applications and equipment related to work.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is a Best Qualification screening  (which is qualifying only) to determine who is amongst the most suitably qualified candidates.  Only those candidates evaluated as the best and most suitably qualified will move on to the next step in the examination process, a panel interview which may contain situational exercises and will be weighted as 100% of the candidate's final examination score.  Meeting the minimum qualifications for the position does not guarantee advancement to the panel interview process; only the most suitably and best qualified candidates will be invited to participate. 

Alameda County utilizes a Civil Service Selection System founded on merit.  Such a system is competitive and based on broad recruitment efforts and equal opportunity for qualified applicants to test in an examination process designed to determine the qualifications, fitness and ability of competitors to perform duties of the vacant position.  Many of our recruitments are targeted and specific to the needs of a current vacant position, in which case, the eligible list may be exclusively used for that current vacant position.  Other recruitments may be more broadly used for both current and future vacancies, or for other alternate jobs with comparable scopes of work.

Alameda County utilizes a panel of subject matter experts to evaluate candidates’ job related competencies and suitability for the position. The primary objectives of this process are to: acquaint interviewer and candidate; learn more about the candidate’s background and experience as it relates to the job; and help the candidate understand the position and organization.  Most panel interviews will be comprised of subject matter experts within the organization, which may include supervisors and managers from the hiring department; other interviews may be comprised of experts from outside of the organization.  In cases where the hiring manager participates in the interview process, the department may choose to hire directly from the established eligible list and may choose not to have additional departmental interviews.
