Library Circulation Supervisor I

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Applications will only be accepted on-line.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Postmarks are not accepted.  Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

The Alameda County Library is looking for experienced, library professionals with natural leadership abilities to fill two Library Circulation Supervisor I vacancies. This recruitment will fill the immediate openings which are located in the Newark branch and the Extension Services which is housed in the Fremont Main Library.

While the list established from this recruitment will be used to fill the immediate vacancies, this list may also be used to fill vacancies that may arise in the future at any of the Alameda County Library Branches.

 

ABOUT THE ALAMEDA COUNTY LIBRARY

The Alameda County Library provides library services from ten branch libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Outreach services are provided through the Bookmobile, the Literacy Program, the Senior Outreach Program, and the County Jails.

The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises the County Librarian and the Board of Supervisors on library services.

The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services. The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends of the Library or Library League groups in each community support library programs and services.

THE POSITION

The Library Circulation Supervisor consists of three levels of supervisory clerical classes which is distinguished by the range of responsibility and the type of assignment.

The basic function of positions in the Library Circulation Supervisor series is to coordinate the operation of circulation and clerical services including the supervision, training, and evaluation of a group of library clerical support staff and activities at a public library. Incumbents in this series performs complex, difficult clerical and technical work in support of library operations; work with library users and community members in problem-solving situations and conflict resolution; collaborate with library professional staff and act as liaison between reference and circulation services staff; and do related duties as required.

Library Circulation Supervisors are assigned to the County operated public libraries. These positions require detailed working knowledge of a public library and well-developed supervisory skills, and are responsible for directing the clerical support function, the circulation desk operation, facility maintenance, technology equipment and systems, shelf maintenance, materials maintenance, and processing functions, clerical staff and volunteers.

The Library Circulation Supervisor I position has responsibility for directing the work of, and using independent judgment in the supervision and evaluation of a clerical staff of fewer than the equivalent of 10 full-time subordinate employees.

  • Strong leadership abilities, including supervising, hiring, training, evaluating, scheduling and delegating assignments to staff and volunteers.
  • Effectively communicating, verbally and in writing, with staff, colleagues, community partners and the public.
  • Understanding written policies and interpreting them for staff and the public.
  • Planning and managing work flow; making adjustments and improvising to properly resolve conflicts.
  • Resolving difficult situations and having the ability to make sound decisions related to patron complaints and billing issues; follows through on various issues to ensure timely resolutions.
  • Facility maintenance, including acting as a building liaison, coordinating with other colleagues at various branch locations and safekeeping money in the branch.
  • Working collectively as a team member within the branch and agency wide; represents the branch in a positive way and demonstrates a positive disposition as an example for others.

MINIMUM QUALIFICATIONS

To qualify for this position, candidates must meet one of the following patterns:

Either Pattern I

The equivalent of one-year full-time experience in the class of Library Lead Clerk in the Alameda County classified service. (Non-classified includes District Attorney’s Office and Hospital Authority.)

Or Pattern II

The equivalent of two years of full-time progressively responsible clerical experience in a library setting. Work experience must include the equivalent of one year supervisory or lead experience. Public and Academic Library experience preferred. Possession of a certificate from a Library Technology Assistant of Library Technology Program may be substituted for six (6) months experience.

Special Requirements:

Incumbents in this classification are required to work evenings and weekends.

KNOWLEDGE AND SKILLS

• Deal tactfully with library users, maintain effective, harmonious relationships with library users, and promote good public relations.
• Work with other County and City departments and outside vendors around facility and equipment maintenance issues.
• Operate, troubleshoot, and train other staff and the public on a variety of technologies.
• Prepare clear and concise reports and other written materials.
• Be flexible and adaptable to changing work priorities.
• Communicate effectively in writing and verbally.
• Analyze and use reasoning to logically solve problems, and contribute to the solution of problems related to library clerical operations and circulation services.
• Perform physically demanding work; stoop, bend, push, and stand for long periods of time.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  • A review of candidates' applications to verify possession of minimum requirements.
  • Those candidates who possess the minimum requirements for the class will move onto the next step in the examination process which is a review of the supplemental questionnaires to determine those best qualified.
  • Those candidates that pass the screening for best qualified will move onto the next step in the examination process which is an oral interview that will be weighted as 100% of the candidate's final examination score.
