Bonds & Finance Technician I

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

DESCRIPTION

The Agency

The Community Development Agency mission is to enhance the quality-of- life of the County residents and plan for the future well- being of the County's diverse communities ;to balance the physical, economic , and social needs of the County residents through land use planning, environmental management, neighborhood improvement , and community development; and to promote and protect agriculture , the environment, economic , vitality and human health.

The Position

Bonds and Finance Technician I is the entry /training level classification in this series. Under close supervision , incumbents in this class are expected to gain experience and demonstrate proficiency in real estate and assessment district financial services and the ability to work independently. Upon completion of one year in this class and upon demonstrating proficiency incumbents are eligible to be evaluated for appointment to the class of Bonds and Finance Technician II.


In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • Take initative to learn the Community Development Agency functions, and governmental accounting
  • A fast learner
  • Good communicator and listner, able to communicate clealry verbally and in writing within  and outside the Agency
  • Expertise or willingness to learn various fiscal related computer applications
  • Solid reading skills with the ability to read/interpret Community Based Organizations contract and grant agreements to process payments in conformance with the agreements/contracts

MINIMUM QUALIFICATIONS

Either I

The equivalent of six months of full-time experience as Accounting Specialist performing financial services in the support of bond programs; grants management; loan portfolios, assessment districts, redevelopment districts, audit assistance or budget appropriations.

Or II

The equivalent of one year of full-time technical and paraprofessional experience in the administrative support of Bond Programs, Assessment Districts, Redevelopment Districts, Loan Portfolio Management, grant monitoring or budget monitoring and processing.

Or III
Education:

Completion of 60 college semester or 90 quarter units in finance, economics, business or public administration, accounting or real estate principles and practices.

Note: Some financial record keeping or technical support work in real estate loans or capital project financing is desirable.


NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

 

 

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
· General accounting principles and practices.
· Real estate loan and escrow procedures and practices.
· Bookkeeping and record keeping principles.
· Principles of budget and variance analysis.
· Computer applications, such as word processing, databases and spreadsheets.
· Various report preparation formats and data collection methods.
· Redevelopment and public improvement assessment district financing.

Ability to:
· Prepare/process real estate loan documents.
· Make decisions, use good judgment, take initiative.
· Analyze and problem solve.
· Work independently.
· Demonstrate interpersonal sensitivity.
· Work cohesively as a team player.
· Communicate effectively both orally and in writing.
· Gather and input data into a computer.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) . An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.
