Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted on-line.

DESCRIPTION

THE AGENCY
We are currently recruiting for vacancies in the Public Health Department.  The mission of the Alameda County Public Health Department is to work in partnership with the community to ensure the optimal health and well-being of all people through a dynamic and responsive process respecting the diversity of the community and challenging us to provide for present and future generations. 

California Children's Services' (CCS) Mission
California Children’s Services of Alameda County promotes optimal health outcomes for children and youth with special health care needs through compassionate, comprehensive, and specialized collaboration with families and health care providers.

CCS provides medical case management and care coordination to low-income children under 21 years of age with chronic and disabling medical conditions. CCS can help arrange and pay for hospital stays and doctor visits, medical equipment, medication, and other services. CCS strives to ensure that children receive appropriate and comprehensive care.

 

THE POSITION
Under direction, the responsibility a Medical Records Technician is to code and abstract diagnoses and procedures according to the latest adaptation of the International Classification of Diseases Coding (ICD-9 CM or ICD-10CM) classification system; to compile statistical indices and data sources used for research studies, medical audits and other statistical reports; and to perform related duties as required.

 

IDEAL CANDIDATE

The Medical Records Technician (MRT) position is ideal for someone who has worked in a medical setting, has experience using ICD-9 or ICD-10 coding and has completed coursework in medical terminology, anatomy and physiology. This person is comfortable working on a computer and within a multidisciplinary team, can multi-task and has strong customer service and critical thinking skills.

 

In addition to meeting the minimum qualifications stated below, the ideal candidate for the position of MRT in the California Children’s Services Program would be a person with:

•           At least two years’ experience in a medical setting (hospital, physician office)

•           One year experience of coding using the ICD-9CM or ICD-10CM coding system

•           Fluent knowledge in medical terminology and anatomy/physiology

•           The ability to work within a team

MINIMUM QUALIFICATIONS

Education:
Successful completion of coursework in medical terminology, human anatomy and physiology.

And

Either I

Experience:

The equivalent of one-year recent, within the last five (5) years, full-time experience as a Public Health Nursing Assistant, or in an equivalent or higher level class, that included work with medical terminology and knowledge of medical record content in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

Or II

Experience:

The equivalent of one-year recent, within the last five (5) years, full-time medical clerical experience that required using and interpreting a wide variety of medical terminology in ICD-9CM or ICD-10CM coding, in a physician’s office, hospital, medical clinic or a medical billing setting.

And

Certification:

Possession of a current Registered Health Information Technician (RHIT) certification or possession of a current Registered Health Information Administrator (RHIA).

Verification of certification is required.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Current adaptation of the International Classification of Diseases coding system used for coding and classifying diseases, diagnoses and medical procedures (i.e., ICD-9CM or ICD-10CM).
• Components and format of medical records.
• Medical terminology
• Basic human anatomy and physiology.
• Statistical techniques used for compiling, displaying and analyzing data.
• Current HIPPA regulations regarding privacy, security and confidentiality as it pertains to Protected Health Information (PHI).
• Microsoft Word, Outlook, Excel and data entry programs.

Ability to:

• Read and comprehend the technical elements of a medical record.
• Analyze and code medical records at a 95% accuracy level.
• Recognize and follow up inconsistencies in medical records.
• Prepare clear and concise narrative, statistical, and graphic reports.
• Communicate clearly and professionally with staff, families and providers.
• Communicate clearly and effectively in English both verbally and in writing.
• Provide and promote excellence in customer service for both internal and external customers.
• Work on a computer database system; learn to load software and back up data.
• Set work priorities and work independently; exercise considerable independent judgment.
• Lift, move and/or carry up to ten (10) lbs., as well as working sitting or standing for extended periods of time.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps:

1)  A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2)  A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. Only the most suitably qualified candidates will move forward in the exam process.

3)  An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. 

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
