It includes information regarding special requirements for this recruitment and steps you must take prior to submitting your application.  

 

THIS IS A NEW ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

 

Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  Postmarks are not accepted.  Applications will only be accepted on-line.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Postmarks are not accepted.  Failure to submit the Supplemental Questionnaire will result in disqualification.

 

A typing certificate with a typing speed of 40 net words per minute from a temporary agency, employment agency, or community college, printed on letterhead with the address and phone number of the agency or college must be uploaded to your on-line application  (UNDER THE "RESUME" TAB) by 5:00 p.m. on the last day for filing.  The typing certificate must be dated within six (6) months of the last day of filing.   Please be aware that only one attachment may be uploaded to the "Resume" tab.  If you choose to submit multiple documents, they must be uploaded as a single attachment that includes the typing certificate.

DESCRIPTION

THE DEPARTMENT
The Mission of the Alameda County Department of Child Support Services is to establish paternity, and medical and child support orders and to collect child and spousal support payments in an efficient and cost effective manner while maintaining the respect and dignity of the public we serve.

Any custodial or non-custodial party may request that the Alameda County Department of Child Support Services aid in collecting their court ordered support. Members of the public are eligible for services regardless of whether or not they are receiving public assistance. The Department maintains court calendars at the Hayward and Alameda Court locations.  

The Department has approximately 220 employees consisting of clerical support, call center support, paraprofessional, legal professional, technical, management and administrative staff.  The Department is organized into functional silos: Administration and IT, Court Support, Attorney Team, Pre Order Services, Post Order Services, Client Services, and Office Support.

The Department is located within the Hacienda Business Park (www.hacienda.org/) in Pleasanton, CA and services the entire Alameda County area.

 

 THE POSITION
Child Support Caseworker IIIs under general supervision, handle the most complex and/or sensitive child support cases; provides training to Child Support Caseworkers and other support staff; leads groups in the execution of day to day work or special projects and may perform all the duties of a Child Support Caseworker as necessary to deliver program objectives. 

 

IDEAL CANDIDATE
The ideal candidate for this position will have a thorough understanding of Child Support casework and will have the ability to learn and adapt to new policies and procedures.  The ideal candidate will have a proven background in successfully training others and gaining the buy-in required for successful implementation of those new policies and procedures.  In addition, the ideal Child Support Caseworker III will have demonstrated abilities which include the following elements for success:

  • A thorough knowledge of Federal and State programs, regulations and performance measures applicable to the exceptional delivery of Child Support Services including, the establishment, modification, enforcement of child support orders, and/or principles and practices involved in collection procedures.
  • Identifies and understands problems, issues and opportunities and can choose an effective course of action to address those issues.
  • Identifies training needs and designs and adapts training methods in order to train successfully.
  • Reviews and documents policies and procedures for use as a resource and in training
  • Leverages automated systems and technology to achieve efficiencies and improve program performance.
  • Communicates effectively, is able to inspire confidence, provide constructive feedback, and builds support within and outside the organization.
  • A self-directed problem-solver with high standards for quality and a strong commitment to public service.
  • The ability to seek out areas of improvement and recommend and initiate action to improve those processes.
  • A collaborator, consensus builder and team player who maintains and cultivates successful working relationships with others.

 

MINIMUM QUALIFICATIONS

 Either I

The equivalent of one year of full time experience as a Child Support Caseworker II or in an equivalent or higher class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II
Education:

Graduation from High School or possession of a certificate of proficiency issued by the California State Board of Education, or possession of a G.E.D. certificate

AND
Experience:

The equivalent of two years of full time experience in a position equivalent to that of a Child Support Caseworker II in the Alameda County Department of Child Support Services.

License:

Must possess a valid California State Motor Vehicle Operator’s license.

Special Requirements:

Ability to type 40 words per minute.

A thorough background investigation, including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure they are suitable for Child Support related work. A felony conviction will be disqualifying.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• General principles of casework, child support enforcement and collection procedures.
• Federal and California laws and regulations pertaining to child support
• Investigative techniques.
• Training development and delivery.
• Information systems and computers.
• Arithmetic calculations and financial records.
• Customer service techniques.
• Office procedures and decorum.

Ability to:

• Effectively plan, organize, prioritize and review the work of a group of subordinates.
• Develop and deliver technical training.
• Research legal, financial and other records sufficiently to obtain data needed to secure and
   enforce child support cases.
• Communicate effectively in writing (including spelling, vocabulary, sentence and paragraph
   structure).
• Communicate with persons from a wide variety of ethnic and social backgrounds sufficient to
   explain legal processes and obligations and/or penalties for nonpayment of support; also, to
   be able to elicit information from hostile and/or uncooperative individuals.
• Organize work and establish priorities according to departmental operating requirements.
• Work cooperatively with other staff, outside agencies and public so as to maximize support in
   accordance with established policies and procedures.
• Operate standard office equipment, including a computer terminal.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process;  2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process; 3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
