Introduction

THIS IS A REOPENING OF A CONTINOUS EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.  This examination may be reopened as necessary and the names of additional candidates merged onto the existing list according to examination score.  APPLY IMMEDIATELY AS THIS RECRUITMENT MAY CLOSE AT ANY TIME.

Supplemental Questionnaire:  A properly completed Supplemental Questionnaire must be submitted with each application.  Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Postmarks are not accepted.  Failure to submit the Supplemental Questionnaire will result in disqualification.

The Hayward Area Recreation and Park District is looking to fill one position of Equipment Mechanic. This Equipment Mechanic position is the mechanic for the District's two golf courses, SkyWest and Mission Hills.  Experience in the repair and maintenance of golf course equipment is desirable.

 

THE DISTRICT  

The Hayward Area Recreation and Park District is an independent special use district providing park and recreation services to over 250,000 residents living within a 64 square mile area which includes the City of Hayward, Castro Valley, San Lorenzo, and the unincorporated Ashland, Cherryland and Fairview districts.  The Park District known locally as "H.A.R.D." is the largest recreation district in the state of California.  Since it's creation in 1944, the District has provided residents with many beautiful facilities and parks, as well as hundreds of educational and recreational classes and programs.  The mission of the Park District is improving the quality of life for citizens of all ages by providing a variety of recreational activities, special events, facilities and services that encourage life-long learning, fitness and fun.

DESCRIPTION

THE POSITION
The Equipment Mechanic, under general supervision, performs journeyman level work in the repair, overhaul and maintenance of all District equipment, including miscellaneous golf course equipment; and does related work as required.  Independently performs the full range of overall maintenance and repair activities on the District fleet of vehicles, related equipment and small power equipment.  Some of their job duties might fall within one or more of the following areas:

• Diagnose and repair mechanical defects in District equipment, vehicles and small power equipment.
• Perform Vehicle Safety checks.
• Perform all scheduled routine maintenance and prepare schedules on when maintenance is done.
• Supervise work of assistant mechanics and contract work as necessary.
• Keep and maintain accurate and complete records of work done.
• Welds and burns as necessary for light fabrication and repair work.
• Perform vehicle lubrication services as needed.
• Schedules major repairs for in-house or contracted shop work.

 

MINIMUM QUALIFICATIONS

Education/Experience:

A combination of training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed). A person with the following combined training and experience would typically qualify to compete in a selection process:

High School graduation or an equivalent and a combination of training and experience equivalent to journeyman level mechanic.

License:
Possession of a valid California Motor Vehicle Operator’s license and a good driving record.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

The most suitably qualified candidates will possess the following:

Knowledge of:

• Operation and maintenance of automobiles, trucks, tractors, small power equipment and general aspects of gasoline and diesel motors.
• Tools, materials, testing equipment and standard practices in the maintenance and repair automotive equipment.
• Welding and burning.

Ability to:

• Read, write and speak clearly and effectively.
• Follow written and oral instructions.
• Plan and schedule maintenance and repair on all District equipment.
• Weld and burn as needed.
• Make routine and major repair to all District equipment.
• Exhibit a high customer service priority.
• Establish and maintain open and honest communications with co-workers at all levels of the organization.
• Use and operate hand and power tools, heavy vehicles and other equipment associated with the maintenance and repair of heavy machinery, buildings and grounds.
• Within CALOSHA guidelines, withstand periods of physical exposure to the presence of fumes, odors, dust and pollen without incapacitating adverse effect.
• Safely transport, lift and handle bulky objects weighing up to fifty (50) pounds.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. 2) A review of candidates’ Supplemental Questionnaires to select the best qualified applicants to continue in the process. 3) A performance examination which will be weighted as 100% of the candidate's final examination score.  CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.

BENEFITS

EMPLOYEE BENEFITS: 

·   Ten (10) working days paid vacation each year; fifteen (15) days after five (5) years of service; and twenty (20) days after thirteen (13) years of service.

MILEAGE:  Employee owned cars may be required for certain positions.  Mileage allowances are paid in these cases with proof of auto insurance.

FILING:  Application forms must be filed within the official period advertised for each examination.  Applicants are responsible for the truth of all statements made in their applications.  False statements are grounds for rejection of application or discharge from District employment.

 

LICENSE:  When required, all candidates must possess a valid California Motor Vehicle Operator’s License and a good driving record. Offers of employment may be conditional upon the results of a check of the applicant’s driving record.

 

VETERAN’S PREFERENCE:  To claim veteran’s preference, suitable evidence of satisfactory active military service as defined in Section 18973 of the Government Code must be presented.  No preference will be granted unless proof of such service is submitted on or before date of interview.  Those claiming additional preference as disabled veterans must submit proof of current disability.

 

BACKGROUND INVESTIGATION:  An applicant’s previous employment may be investigated.  Results of the investigation may be cause for disqualification.  Also, person selected will be fingerprinted.  Any record of conviction(s) will be reviewed by the District, which may order termination of the employment if warranted.  A conviction record will not necessarily disqualify an applicant from employment.  Each case will be given individual consideration, based on the job relatedness.

 

IMMIGRATION AND NATURALIZATION SERVICE REQUIREMENT:  All prospective HARD employees must meet the legal requirements for employment eligibility as outlined in the INS I-9 regulations.  Offers of employment are conditional upon successful proof of this eligibility.  The District shall disqualify any eligible person failing to meet these requirements as stated in the INS I-9 regulations.

 

EMPLOYMENT PROCEDURESEligibility:  Names of successful applicants are placed on an eligible list in order of their final scores.  Persons with the five (5) highest scores are certified to each vacancy.  The department with the vacancy may appoint any one of these individuals.  The remaining persons are certified, along with the next highest score on the eligible list, to the next vacancy.

 

MEDICAL EXAMINATION:  All prospective HARD employees must pass a pre-employment medical examination (including drug screen).  Offers of employment are conditional upon successful completion of this examination.  The District may disqualify any eligible person on the basis of the test results and the examining physician’s report.

 

PROBATIONARY PERIOD:  New employees must satisfactorily serve at least one (1) year probationary period for supervisory personnel and six (6) months for non-supervisory personnel before permanent status is attained.  The hiring department will advise prospective employees of the specific period of probation.

 

NOTE:  All non-supervisory personnel (except confidential employees), are required as a condition of employment, to either belong to the employees Union or to pay to the Union an amount equal to the Union dues.
