SPECIAL INSTRUCTIONS THIS IS A STEP-UP DESIGNATED POSITION:  Positions in the Step-Up Program are designated for individuals with severe disabilities who are not currently employed by Alameda County.  While such positions are not subject to examination, candidates are subject to a one-year job performance review period equivalent to working one year at full-time status (1,950 hours).  Upon satisfactorily working one year at full-time status, the appointee will transition to regular, classified Civil Service status.  In order for your application to be accepted, you must obtain a Step-Up Certification from the State of California Department of Rehabilitation which must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing.  You may attach that certificate electronically when you are prompted when completing your online application or send it via e-mail to Monique.hill@acgov.org.  Failure to submit either an application and/or the Department of Rehabilitation Certificate on time will result in disqualification.  For more information on how to obtain a Step-Up Certification, contact the Department of Rehabilitation at 510-622-2764.

DESCRIPTION

THE POSITION

Under general supervision as a journey level clerk within Alameda County, a Clerk II (Step-up Program) performs functions which require the exercise of initiative and judgment. Incumbents perform a wide variety of moderately difficult clerical work, requiring the ability to choose among a limited number of alternatives in solving routine problems. Incumbents are assigned duties involving work with a variety of documents, formats or persons, frequently involving arithmetic calculations, typing specific information from a group of standardized source documents for entry into a data processing system, or performing a search and retrieval of computer file information by way of computer terminal (CRT) or personal computer. Positions at this level require that incumbents have the ability to identify errors in basic English spelling and grammar or arithmetic in documents which generally are not reviewed for technical detail or accuracy.

THE VACANCY

The Alameda County Sheriff's Office currently has one immediate Clerk II (Step-up Program) vacancy.  Specific vacancies are described in more detail below; however, please note that the pool of qualified applicants resulting from this recruitment and selection process may be utilized for other future vacancies which may arise throughout Alameda County within the next year for other County Departments.

Under the general supervision of the Financial Services Specialist II, the Clerk II (Step-up Program) within the Alameda County Sheriff’s Office provides general and specialized clerical support to the Finance Unit; maintains financial records and data bases; prepares spreadsheets; and performs other duties as assigned.  For more information about the Sheriff's Office, please visit the departmental website and/or Annual Budget Document found on www.acgov.org.

THE IDEAL CANDIDATE

In addition to the minimum qualifications listed below, the ideal candidate will have a demonstrated track record of success in the following areas:

  • Completing repetitive tasks and handling tasks with multiple levels of difficulty;
  • Performing a variety of financial posting and record-keeping work requiring judgment in recording transactions;
  • Identifying and correcting errors in reconciliations and reports;
  • Gathering and analyzing information;
  • Applying working knowledge of Microsoft Excel, Outlook email and multifunction office equipment; and
  • Handling sensitive and confidential information.

MINIMUM QUALIFICATIONS

These are minimum professional requirements for the position of Clerk II (Step-Up Program):

Either Pattern I:

The equivalent of six months of experience in the class of Clerk I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or Pattern II:

The equivalent of one year full time experience in clerical work.

Or Pattern III:

Completion of a post high school clerical training program from a business school, vocational training center, or a clerical internship program which would enable the applicant to acquire the knowledge and abilities listed below.

AND:

Certificate: A Step-up Program eligibility certificate from the State of California Department of Rehabilitation (DOR) is required to qualify for this position.   In order to qualify for a DOR Step-up Certificate, you must meet the DOR standards and definition of having a severe disability and schedule an appointment with a DOR Rehabilitation Counselor.  The DOR Rehabilitation Counselors determine candidate eligibility to be issued a Step-up Certification.  A Step-up certification is required to qualify for consideration for any Step-up Program opportunity.  Additional information regarding obtaining a Step-up Certification of severe disability is available at the Department of Rehabilitation at (510) 622-2764.

License: Possession of a valid Driver’s license may be required for certain positions.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

• Basic elements of correct English usage, grammar, spelling, punctuation and arithmetic.
• General office practices, equipment, business correspondence.
• Multi-line telephone system.

Ability to:

• Perform general clerical work (typing, filing, reception) and learn the specific operations, procedures, and equipment of the office.
• Perform arithmetical computations.
• Understand and follow oral and written directions.
• Establish and maintain cooperative relations with the public, and other employees.
• Identify and correct errors in basic spelling, English grammar and math.
• Learn specific operations and procedures of job.
• Plan and organize one's own workload and files.
• Screen telephone calls and take complete and accurate messages.

Selective Certification Criteria:

A. For positions requiring the ability to type at a speed of not less than 40 net words per minute from clear copy. Typing occupies more than 10 percent of working time.

B. For positions required to type at a speed of not less than 40 net words per minute from clear copy, and to transcribe dictation from dictating equipment. Transcription occupies more than 10 percent of working time. (Candidates indicating a willingness to use dictating equipment will be certified to those positions where using the equipment is required, without having to take a performance test).

Alternate Range Criteria:

1. For positions required to transcribe dictation from dictating machine recording, these duties occupying more than 10 percent of working time.

EXAMINATION COMPONENTS

The Step-up Program is not subject to a civil service examination process.  The process to be considered consists of a review of candidates' applications to verify possession of minimum requirements which also includes the possession of a certification of a severe disability from the State of California Department of Rehabilitation (DOR).   In order to qualify for a DOR Step-up Certificate, you must meet the DOR standards and definition of having a severe disability and schedule an appointment with a DOR Rehabilitation Counselor.  The DOR Rehabilitation Counselors determine candidate eligibility to be issued a Step-up Certification.  A Step-up Certification is required to qualify for consideration for any Step-up Program opportunity.
