THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION.  The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Current employment and completion by February 23, 2015, of the equivalent of six months of continuous service following a regular appointment in the Hayward Area Recreation and Park District.

DESCRIPTION

 THE HAYWARD AREA RECREATION AND PARK DISTRICT

The Hayward Area Recreation and Park District is an independent special use district providing park and recreation services for over 275,000 residents living within a 64 mile area which includes the cities of Hayward, Castro Valley, San Lorenzo and the unincorporated Ashland, Cherryland and Fairview districts.  The park district known locally as H.A.R.D. is the largest recreation district  in the state of California.  The mission of the park district is improving the quality of life for citizens of all ages by providing a variety of recreational activities, special events, facilities and services that encourage lifelong fitness and fun.

THE POSITION

Under general direction of the General Manager, the Park Superintendent is the administrative head of the Park Department and is responsible for the planning, designing, directing and management of the District’s parks and facility maintenance.

The Park Superintendent designs, plans, develops and directs maintenance operations for all facilities and sites owned or operated by the District which include landscaped areas, sports facilities, open space lands, buildings, structures and equipment required to perform such maintenance.

MINIMUM QUALIFICATIONS

Education:

A combination of training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed). A person with the following combined training and experience would typically qualify to compete in a selection process.
Possession of a Bachelor’s Degree from a recognized college or university, preferably with specialization in landscape architecture, ornamental horticulture, park administration, or in a closely related field. (Master’s Degree in Park Administration or a closely related field desirable.)

Experience:

Five (5) years of full time increasingly responsible, experience in park management, at least three (3) years of which must have been in an administrative or supervisory capacity.

License:

Valid California Motor Vehicle Operator’s license and a good driving record.
California Pest Control Advisor’s License is desirable.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.
The most suitably qualified candidates will possess the following competencies:
Knowledge of
• Principles and practices of Public Administration and Business Administration including but not limited to, budget preparation and control, personnel management, administrative procedures, and organization and management.
• The concepts objectives and requirements of a well-rounded parks and recreation facilities acquisition, development and maintenance program.
• Park and recreation facilities planning, principles and problems.
• The selection and use of pest and weed control substances and the laws relating thereto.
• Principles and procedures used in developing and administering a Park Department.
• Federal, State, County and City laws, regulation, codes, ordinances and rules pertaining to park and Public Agencies’ operations.

Ability to:

• Analyze organizational and administrative concerns and problems and adopt effective courses of action.
• Recommend policies and procedures designed to provide effective and efficient public service levels.
• Prepare and present clear and concise reports; maintain accurate records; speak and write effectively.
• Establish and maintain effective relationships with public officials and with the general public.
• Advise architects, engineers, contractors and suppliers of District requirements and inspect work and materials to ensure compliance with specifications and plans.
• Exhibit a high customer service priority.
• Establish and maintain open and honest communications with co-workers at all levels of the organization.
• Withstand sustained periods of sitting while intermittently operating keyboards, twisting and reaching to operate other equipment without incapacitating adverse effect.

EXAMINATION COMPONENTS

The examination will consist of the following steps: A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process which is, an oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.  We reserve the right to make changes to the announced examination components.

EMPLOYEE BENEFITS

Ten(10) working days paid vacation each year; fifteen  (15) days after five (5) years of service; and twenty (20) days after thirteen (13) years of service.

Fourteen (14) paid holidays a year.

Sick leave is accrued at the rate one (1) day per month.

Choice of three (3) health plans for employees and their dependents, most, if not all of which is paid for by the District.  The medical plan design offered to employees is a $15 HMO Plan or High Deductible PPO Plan.  Employees may elect coverage provided through one of two medical carriers, United Healthcare HMO or PPO, or Kaiser Permanente HMO.

Social Security paid for by District and employee.

Public Employees Retirement System 2% at 62for new hires; 2% at 60 for new employees hired after January 1, 2013 that are already members of CalPERS.
